&lt;/p&gt;&lt;p&gt;The undersigned, a citizen of this State, having made respectful request of Gov. Blair for a commission for a couple of friends, and having, indirectly, received answer that Gov. B. "had done all he felt inclined to do for Kalamazoo," entirely rejecting &lt;u&gt;competency,&lt;/u&gt; or &lt;u&gt;experience,&lt;/u&gt; in his selection; and feeling assured that I have, in my friends, gentlemen of the first order of talent, I take the liberty of addressing you.
&lt;/p&gt;&lt;p&gt;The first I would name, is Dr. E. E. Lee, a graduate of the N. Y. City Medical College, and for three years an assistant of an 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;European Hospital.  He is a cousin of his Excellency, the Secretary of the Navy, and is connected by blood and marriage with some of the most talented families of this country.  He is about 33 years of age and of the rigidly correct habits of life.  He desires to pass an examination before any tribunal.
&lt;/p&gt;&lt;p&gt;My second, is Prof. James Maurice Hubbard, formerly the tenor of the celebrated "Blakelys Troupe," and pronounced, by &lt;u&gt;Ole Bull,&lt;/u&gt; as the most correct interpreter of his music, in this county.  &lt;u&gt;All&lt;/u&gt; the musical talent of Chicago, I hazard, will second me in recommending him to your distinguished consideration.  Both gentlemen refer to the "ministry" of this place, the officers of this
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;county, and the Judges of this district, as to their private characer.

&lt;/p&gt;&lt;p&gt;In more than one instance after I had complied with the regulation of the War Deptmt. and secured the recommendations of Commanders of Cos. the recommendations have been overode by the preferances of Colonels.  So after repeated efforts and after the ground has been fairly won it has come to this that most of the Regiments are supplied and further opportunities are rapidly passing away.
&lt;/p&gt;&lt;p&gt;No man has been more unflagging in zeal, more self sacrificing in duration and fidelity to the cause which you so ably represent than myself.
&lt;/p&gt;&lt;p&gt;My time money pen and speech have been employed unceasingly ever since that cause had an existence - and to day I am suffering more from my
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;devotion to that interest than will ever be known except to a few intimate friends.  I have no wish to be tiresome in the expression of my wishes, nevertheless I do wish to say enough to interest you in my behalf while you have an opportunity of rewarding your ardent friends

&lt;/p&gt;&lt;p&gt;I construe this to embrace the uniforming and equipping of the soldiers.  We are now in camp with between 500 &amp;amp; 600 men and within ten days shall be very nearly full.  Cold weather is rapidly approaching and many of the men need overcoats as well as uniforms.  Will you do me the favor to inform me how soon we can be furnished.  We have a portion of our tents and are expecting the

Freemont has intended coming here himself to take command but I dont believe he will nor will he allow Hunter to do anything I am clearly of the Opinion that Freemont has not the ability to mange this department.  He is first rushing his Troops to one point and then another while the Enemy is [overruning?] the whole county and unless there is a change the first of January will find all the Troops in Missouri I am heartily sick &amp;amp; disgusted and I now Say to you that Illinois owes it to her Troops to begin making

Yesterday a couple of Palmers men were killed &amp;amp; a number wounded and a larger amount of mules &amp;amp; other property destroyed and all for the want of some person to take charge of the Transportation that knew how Railroads should be run There should be at least 20 first Class Railroad men employed
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;on these Roads to run them.  This is only the beginning of a series of accidents that must happen as the men in charge know nothing about Railroad business.  I am about ready to curse the Adminstratn for not making a change here when it knows that every thing is going to the Devil. If during the Fall you should see a chance to give me a Regiment without interfering with your other arrangements and it would be entirely satisfactory to all partes concerned I would be glad to accept it as I am sattisfied I could do better by a Regiment then most of the Cols who are at the Head of Ills Regiments, and I have about given up all hope of Doing anything where I am.
