River at Paducah on the 2d day of Apr. last and Boarded my Family in McCracken County Ky untill the 17th of July.  At which time I Purchased Land in Pope County Ills and Settled permanently on it where I am now. but at the Time the Malitia was Enrolled in Ky. I was there and was Enrolled but had bought land in Ills. and declared my intentions to become a Citizen there and had Every thing moved but My Family and did take them in a few days. now when the draft

&lt;/p&gt;&lt;p&gt;Before this letter will have come to hand your Excellency will have recd a letter from Chas Kinsey of this place.  Of its contents I am unadvised, but judging of its import, I deem advisable that your Excellency should be informed of the fact that this man Kinsey did, on the morning of the 19th Inst. hoist above the top of his own residence, a campaign flag, bearing the inscription of "&lt;u&gt;Douglas&lt;/u&gt;, &lt;u&gt;Johnson&lt;/u&gt; &amp;amp; &lt;u&gt;Nonintervention&lt;/u&gt;" - and that he refuses to take it down to the great annoyance of the Loyal Republicans with whom he has hitherto professed to act - and to the great delight of the sympathisers with Southern treason and rebellion in this Community. &lt;/p&gt;&lt;p&gt;Since the nobel sons of old Effingham County have so valiently volenteered to defend the "Stars &amp;amp; Stripes" and especially, since the I.C.R.R. has been carrying Soldiers to Cairo, the cloven-foot of secession has
manifested itself right in our midst. Quite a number among us are at heart, the enemies of the Federal Government - and only want the power to enable them to turn the whole North into the hands of the enemies of this Government. There are in this village those who would, I verily believe, if they were not
afraid, lead on a band of secessionists from the South, and rejoice in seeing them subjugate us - and visit the Chains of Slavery on our necks. One of the old posts in the Democratic party has been heard to say that "the volenteers from this Co. were cowards, and that hoped they every one get what they deserved before they return". His wife has said that "She hoped to God the South would kill every one of them" - and his little son has frequently said the same thing - which certainly reflects the sentiments of the head of the family. This same old man has said within the last five days that he could command the force in three days to take the Town of Mason, and that Republicans had better mind how they talk about traitors.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;These things he has said to his supposed confidential friends - He has not said them publicly. And it is my deliberate opinion that he speaks the sentiments of not less than from six to ten men within five miles of this place. And many more are of the same opinion with me. In Clay County I learn there are a good many secessionists who are clamorours in favor of the South. And farther south in Egypt, I have every reason to belive that there are many who will fight for the South in the event fighting has to be done on the border. And since our volenteers left here on Tuesday last, we have commenced making up a company of minute men - to be called the Mason minute guards - and a certain man in this vicinity has said as soon as the Company was made up and left here, he'd bring in a company to Rob &amp;amp; plunder ever "Black Republican" that was left behind. These things look hard: but they are true. In such a crisis as the present, these men are dangerous to the communities in which they live. In the present emergency, it seems to me that effective legislative means should be provided for the prompt surpression of every thing that would tend to encourage disloyalty in our midst, &amp;amp; invite the invasion our free territoy in Ills. by an armed body of rebbells. &lt;/p&gt;&lt;p&gt;I have recd. letters from several Physicians and others and a desire expressed by many of our soldiers requesting me to intercede with you in this , That at least one Homeopathic Physician be appointed as Surgeon or assistant in each Regt, now being formed where such appointment be requested.  In such a case Surgeons of different schools, could act in concert, Surgery being the same in all schools, and in medical practice the sick could have their choice. Your petitioners through me reason I think justly -- on this wise.  
&lt;/p&gt;&lt;p&gt;That the Homeopathic system of practice has the confidence of the public in every community in the 
&lt;/p&gt;
&lt;hr /&gt;loyal states, and its adherents are among the intelligent, thinking classes, whose wealth and influence are now given to the Administration in all its measures.  A very large portion of the regular and volunteer forces now in the field desire Homeopathic practice, and count it one of the severest privations of the service, that in sickness they are to be deprived of the benefits of this mild and humane method of administration.  And while we are devoting our lives and money to the service  of our common country in this her hour of peril, we feel we we have the right to ask you, that when striken down by disease or casualty, we may have that system of practice in which alone we can confide.  I am aware you have a medical board to decide who are qualified among those who desire to enter as Surgeons 
&lt;hr /&gt; in our army:  I am also informed they have desided to reccommend none who are not of the Alopathic School, be their attainments and standing in their respective localities what they may, from the lowest, to the highest, commendation.  Now with all due defference to this board I must say such action is illiberal, unjust, and inconsistent.  As well might the authorities determine to make no officer unless he be of Demicratic party, and appoint no Chaplain unless he belong to the Episcopal Church. The Homeopathic Colleges are Chartered and respected by the same state or law making authorities that Alopathic colleges are. Homeopathic Physicians are appointed to the most important positions in the armies and navies of foreign Countries, and why deny them to our own at a time when we are in the greatest need. 
&lt;hr /&gt; 
&lt;p&gt;Why should the poor soldier be denied (as such) a privilege and blessing secured to him at home when such can be furnished him without additional expense at a time when he is far from home and friends.  No chief magistrate in any loyal State has surpassed or even equaled you in labor of love and humanity indefatigable, this has endeared you to our people and especially to our Soldiers in their peril and suffering (irrespective of party) more than all other conciderations: Thus I feel the greater delicacy in adding to your arduous duties by my petition.  I am assured you know me too well to suppose I am or can be actuated by selfish or mercenary motives for my feeble health admonishes me daily, home is my proper place.  Governor it is a fact of which I am convinced, that there are many of our army surgeons who are mere tyroes doing mor harm than good: And though the task be difficult I am persevaided you cannot do a greater good than correct it as in your powers it may be. 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Think me not officious or dictatorial I know you will not when I make the following suggestions:  If the the present board are so clannish and bigoted they will not change their views, change them and appoint a better: or if not appoint a board of the new school who will be found patriotic &amp;amp; benevolent enough to serve without additional expense to the state if need be.  Without the time and expense of going further I think they may be obtained at the capital and would suggest the names Drs Adams Miller Lathrope &amp;amp; Potter, to examine and report on Homeopathic candidates So long as Doctors differ So long the people will differ, and such action as I have honestly and I hope respectfully proposed will subserve the object intended by our own State in chartering the two schools to give the citizens their choice. 
&lt;/p&gt;
&lt;hr /&gt; While I am assured you will do what you believe to be your duty in all that pertains to the happiness of our country in its present trials, I am encouraged to know you have the prayers and efforts of all the wise and good (when number is yet great) to sustain you not only in our own state, but through all the land of the free, and the home of the brave, and writing most heartily with all such, I have the honor to be as ever your old friend

&lt;/p&gt;&lt;p&gt;These medicines were furnished at the request of the officers of the Brigade who represented their necessities, and we unhesitatingly supplied them, as we considered it our duty wehter we should ever be paid or not; at the same time we notified the families of volunteers that all medicines they might require we would furnish gratuitously upon the order of their physicians.  As this last proffer was made through our city papers you can judge of the amts, we are daily called upon to give, and hope it will serve somewhat as an apology for intrusting our claim directly upon your attention.
