In reply to the former I would inform you that I and other Union men of this vicinity have come to the conclusion to let our portion of the quota of the State be raised by draft instead of by volunteering.  We shall, of course do nothing to discourage enlistments, nor do we mean to do anything to encourage them.  The draft like the rains of heaven, falls on the just and on the unjust, whereas volunteers are raised almost exclusively from among friends of the government---O.A.K.'s are not likely to offer their services.  Further, the Copperheads have been threatening so long to resist the eforcement of the conscription law that I, for one, want to see whether they have the courage to attempt it, not that I doubt their disposition.  If the government has not the power to enforce
&lt;/p&gt;
&lt;hr /&gt; 
&lt;p&gt;its laws it is worse than worthless, and the sooner we know the fact the better.  C.L. Vallandigham was banished the Country---he returned--- hurled  defiance in the very teeth of the administration,  and--- &lt;u&gt;he was not molested.&lt;/u&gt;  Further than that, it has been proved by affidavit to the satisfaction, it would seem, of Old Zack's "all the world and the rest of mankind," that he is the "grand commander" of an order that is oath-bound to treason and murder.  he lords  it throughout the loyal states with as much impunity as his Satanic Majesty in his own imperial realms of brimstone.  We have the Deputy Grand Commander of the O.A.K's for the State of Illinois (I refer to Amos Green) in our County, a man that is under $5000 bounty for his loyalty; he is mustering his subordinates; meetings are held weekly in every township of the County; they are drilling by hundreds in various parts of Edgar and with the avowed intention of resisting the draft.  The administration &lt;u&gt;seem to be&lt;/u&gt; totally blind to the fact that the government 
&lt;/p&gt;
&lt;hr /&gt;  
&lt;p&gt;is resting upon a volcano. Under these circumstances we do not consider it either a matter of duty or of interest to encourage any more Union men to enter the armies, and leave these vile traitors at home to plot treason and murder.  When the government has placed its foot upon the neck of this accursed institution then it will not ask in vain for volunteers.  Until that time comes let the Conscription law be enforced in all its rigor and compel some of these men to take a musket and fight against their "southern brethren," instead of their eternal enemies, the loyal men of the north. Encamped in the imense quagmire round Cairo we are after having escaped the perils of war in imminent danger of being swallowed up by sickness.  The alluvial soil round here is by the least rain converted into a swamp as we are at present wading ankle deep in the mud or in dry weather the stench, arising from the decaying vegetable matter is sure to finish up what bullets in the South could not do.  I wish, every father and every mother in Illinois who has a son in the army might come down here and see with their own

&lt;p&gt;eyes how the lives of the defenders of the country are trifled with, and I am sure a cry of indignation would rise over the land and hurl into merited disgrace the stupid planner of this  Reorganisation Camp.

Send us up to the front, we will have a chance, or anyhow

Encamped in the imense quagmire round Cairo we are after having escaped the perils of war in imminent danger of being swallowed up by sickness.  The alluvial soil round here is by the least rain converted into a swamp as we are at present wading ankle deep in the mud or in dry weather the stench, arising from the decaying vegetable matter is sure to finish up what bullets in the South could not do.  I wish, every father and every mother in Illinois who has a son in the army might come down here and see with their own

&lt;p&gt;eyes how the lives of the defenders of the country are trifled with, and I am sure a cry of indignation would rise over the land and hurl into merited disgrace the stupid planner of this  Reorganisation Camp.

&lt;/p&gt;&lt;p&gt;I was on the 12th day of July last Arrested at Fort Pickering Tennessee while on duty at this place by a Complaint made to the Provost Marshall  of Lee Cot of this state by the influence of a Copperhead and have been held under arrest up to the present time.  While at Tennessee I applied several times for a trial or release but did not get either. Genl Hurthers Promises me a hearing immediately the first of September but he let my case go by unnoticed.  I applied some Six times while there for a hearing or on release and promised a hearing but was neglected and in Nov. I applied again saying I would have to apply to the war department if I did not have something done about my case and then He ordered me to Springfield for a trial and  here I have again tried to have something done in my case but as yet to no avail.
&lt;/p&gt;&lt;p&gt;I have all the witnesses and papers to clear me from the charges that I raise also living withnisses as to my Character Prior and Since the charges has been prefered against me.  Immediate references Lieut Col Geo. Clark Comm Camp Butler also Dr [Winkeace?] Surgeon in Charge Genl Hospital
&lt;/p&gt;&lt;p&gt;I wish you to Confer a favor by either assisting me for a hearing or release.  I do not have any choice which only the one that will give me my liberty with the most possible speed.  I think I have been  held long enough by a Copperhead to demand a trial.

&lt;/p&gt;&lt;p&gt;I was on the 12th day of July last Arrested at Fort Pickering Tennessee while on duty at this place by a Complaint made to the Provost Marshall  of Lee Co. of this state by the influence of a Copperhead and have been held under arrest up to the present time.  While at Tennessee I applied several times for a trial or release but did not get either. 
&lt;/p&gt;&lt;p&gt;Genl Hurthers Promises me a hearing immediately the first of 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;September but he let my case go by unnoticed.  I applied some Six times while there for a hearing or release and promised a hearing but neglected and in Nov. I applied again saying I would have to apply to the war department if I did not have something done about my case and then He ordered me sent to Springfield for a trial and here I have again tried to have something done in my case but as yet to no avail.
&lt;/p&gt;&lt;p&gt;I have all the witnesses and papers to clear me from the charges that I wish also living witnesses as to my Character Prior and Since the charges has been prefered against me.  Immediate references Lieut Col Geo. Clark Comm Camp Butler also Dr. Winkeall Surgeon in Charge Genl Hospital
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;I wish you to Confer a favor by either assisting me for a hearing or release.  I do not have any choice which only the one that will give me my liberty with the most possible speed.  I think I have been  held long enough by a Copperhead to demand a trial.

&lt;/p&gt;&lt;p&gt;Permit me as a stranger (but still as a friend) to address you a few lines at this time on a subject which I deem of great importance.
&lt;/p&gt;&lt;p&gt;The Secessionists of this place &amp;amp; vicinity have organized themselves under some head or now perhaps Knights of the G. C. I know not what
&lt;/p&gt;&lt;p&gt;But something I do know &amp;amp; that is their openly avowed intentions to over throw the government.  &amp;amp; I fear that unless something is done soon
to check their [presperity?] their purposes will ultimately be accompllished
&lt;/p&gt;&lt;p&gt;They meet here secretly once or twice per week &amp;amp; receive members by an oath to oppose the government.  This I have been informed by those whom they have offered to receive if they would take The oath.  It is no longer
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;a secret that they meet nor is the main object of their meeting any longer a secret viz.  to overthrow the government. They boast of having an organization of 400 in Quincy &amp;amp; several in this county.  There is one in Eldaro Township in a little village called Washington.  The friends of the Union are becoming alarmed at the present state of affairs &amp;amp; propose meeting this evening to organize for self defenses.
&lt;/p&gt;&lt;p&gt;Governor I am not ignorant  of the fact that I am addressing a wiser man than myself.  But something I have to propose to break up such organizations &amp;amp; before it is to late.
&lt;/p&gt;&lt;p&gt;My plan is this for you to send about two reliable witnesses into every place where such organizations can be heard of.  Let them be strictly Union men.  But let them profess a sympathy for sucesh &amp;amp; work their way into those secret bodies
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;as members.  Let them come here &amp;amp; to these places under the pretence of starting some kind of business &amp;amp; when this object shall have been accomplished &amp;amp; they have learned enough to convict the leaders let them leave &amp;amp; send for the rebels. 
&lt;/p&gt;&lt;p&gt;One of the principle leaders here is one Coderick [Staats?]  who was run off from here for fear of the authorities last summer.  Also one E. P. Warren &amp;amp; One Ike Hedges. &amp;amp; some more by the names of Cochaan. 
&lt;/p&gt;&lt;p&gt;He's openly boasted here that a simultaneous rising here &amp;amp; in Ind, Ohio &amp;amp; N. York is contemplated.
&lt;/p&gt;&lt;p&gt;You may think this a strange prediction but it is no more strange than truth.  Something must be done soon to prevent a general fight between neighbor &amp;amp; neighbor here.  Please send someone here immediately to

&lt;/p&gt;&lt;p&gt;This note will be handed to you by B. A. Ulrich Esq. of Chicago.  He desires a German Consulship; and I have taken much interest in helping him to obtain it.  His prospects are good.  He will state you the facts.  He would like a letter from you.  You are already aware that he studied Civil law, and the German language in Germany.  You are also aware that by means of German speeches, and German publications, he rendered great services in the late Campaign in Illinois.
&lt;/p&gt;&lt;p&gt;Like me he has desired your election as United States Senator.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;In delivering sixty addresses in the late campaign in Illinois, I never omitted to throw in a word in favor of your election, as a matter of not only State, but of National importance, and I do now sincerely rejoice that you are now placed in that high place, where you can crowd the [illegible] traitor into thorough, radical, treason punishing measures.
&lt;/p&gt;&lt;p&gt;Notwithstanding a few places paid us liberally, yet so many paid little or nothing, that I paid out more money, while delivering these sixty addresses, than was paid to me.  And yet so glorious is the success, especially when crowned by the diction of so noble a patriot as U.S.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Senator, that I now feel a thousand times repaid for all the wear and tear of these labors.
&lt;/p&gt;&lt;p&gt;You will by the enclosed that I have accepted invitations to [five? fine?] lessons in Elocution and Shakespeare to Classes of ladies and gentlemen, and also private lessons, to lawyers, clergymen &amp;amp;c in Chicago.

&lt;/p&gt;&lt;p&gt;This note will be handed to you by B. A. Ulrich Esq. of Chicago.  He desires a German Consulship; and I have taken much interest in helping him to obtain it.  His prospects are good.  He will state you the facts.  He would like a letter from you.  You are already aware that he studied Civil law, and the German language in Germany.  You are also aware that by means of German speeches, and German publications, he rendered great services in the late Campaign in Illinois.
&lt;/p&gt;&lt;p&gt;Like me he has desired your election as United States Senator.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;In delivering sixty addresses in the late campaign in Illinois, I never omitted to throw in a word in favor of your election, as a matter of not only State, but of National importance, and I do now sincerely rejoice that you are now placed in that high place, where you can crowd the [illegible] traitor into thorough, radical, treason punishing measures.
&lt;/p&gt;&lt;p&gt;Notwithstanding a few places paid us liberally, yet so many paid little or nothing, that I paid out more money, while delivering these sixty addresses, than was paid to me.  And yet so glorious is the success, especially when crowned by the diction of so noble a patriot as U.S.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Senator, that I now feel a thousand times repaid for all the wear and tear of these labors.
&lt;/p&gt;&lt;p&gt;You will by the enclosed that I have accepted invitations to [five? fine?] lessons in Elocution and Shakespeare to Classes of ladies and gentlemen, and also private lessons, to lawyers, clergymen &amp;amp;c in Chicago.
