&lt;/p&gt;&lt;p&gt;I now seat myself to let you know my condition, I am a widow, I was sent here as a southern refugee last June, my husband was a native of Alabama but was a loyal man and went to the federal lines at corinth and enlisted in Company E 64th reg of Yate's Sharp Shooters, he had his family brought to the lines and from there I was sent here without a cent to buy bread for my children (and I have four) and I am in a suffering condition, there is three months pay due to my husband besides his bounty &amp;amp; my pension, I have employed

&lt;/p&gt;&lt;p&gt;It cannot have escaped your accurate observation that multitudes of our selfsacrificing soldiers rescued from the battlefield are dying monthly in our military hospitals.
&lt;/p&gt;&lt;p&gt;After carefully looking at the facts we are overwhelmed by the conviction that a large percentage of these sick could be restored to health, to their friends &amp;amp; to the army, if the sick &amp;amp; wounded who are not too far reduced to permit them to make the journey, were sent from the malicious districts of the south to their friends, or northern hospitals.
&lt;/p&gt;&lt;p&gt;This is a sufficient reason
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;why the parents of our own Illinois troops should plead, as Wisconsin has already successfully done, for the establishment of an extension state Hospital in southern Illinois.
&lt;/p&gt;&lt;p&gt;We see that it is more economical also to carry the sick man to his food in a healthful climate rich with abundant harvests than to ship his food to him. Fewer vessels would be needed; fewer men employed hence a great gain in time &amp;amp; money.
&lt;/p&gt;&lt;p&gt;Another weighty reason for this transfer of our enfeebled soldiers is found in the satisfaction it would give to the men themselves &amp;amp; to their parents &amp;amp; friends. "Let me die at home" is a natural &amp;amp; universal wish. Shall we trifle with this wish in those who have willingly offered themselves for their country?
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Or shall we refuse the sick, their only boon they ask, to be in the heart of their family, or near their homes; since all the comforts of the sick room can be so much more easily obtained at the north, with the best of nursing &amp;amp; the most healthful air.
&lt;/p&gt;&lt;p&gt;A state hospital in Illinois, for such as have not homes to which they would prefer to be sent, that would accommodate our sick we are confident would save the lives of hundreds; &amp;amp; every soldier thus saved, is dear to a circle of friends, &amp;amp; would strengthen our army by making him a strong veteran for the ranks &amp;amp; a bond of union, drawing his whole circle of friends nearer to our government that shows such parental care of its warriors.
&lt;/p&gt;&lt;p&gt;When an officer becomes much debilitated he is granted leave of ab-
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;sence &amp;amp; after a brief tarry at home he usually returns strong &amp;amp; well for duty.
&lt;/p&gt;&lt;p&gt;Why should we deny to the private soldier that which so benefits his superior? Is it objected, the soldier will never return? Let the multitude that are now returning after a few weeks or months at home be an answer to this objection.
&lt;/p&gt;&lt;p&gt;Some worthless men would not return; but those who love their country, on whom dependence could be placed in the hour of danger &amp;amp; of battle will return. Gratitude for kind care of them will strengthen their love of country: And shall the good be sacrificed in unhealthy climates because the coward will meanly bide himself at home?
&lt;/p&gt;&lt;p&gt;Over

&lt;p&gt;Nothing will give our administration a stronger hold on the affections of all voters than this benevolent care of their sons &amp;amp; brothers.
&lt;/p&gt;&lt;p&gt;As a most wise strategic movement, a policy for strengthening its hand, let the parents of the country know that their sick sons may go north to be nursed &amp;amp; one of the strongest obstacles to the new call for 300,000 men would be removed.

&lt;/p&gt;&lt;p&gt;I feel proud to think that we live in a land of liberty, and have a government whose laws does not prohibit communication between the highest and the lowest, and where all are eligible to the highest office in the gift of the American people; and it is this that encourages me to persevere in my adresses to you.
&lt;/p&gt;&lt;p&gt;I have a request to make this time which I wish your Excellency to consider well before dismissing and that is the Adjutant's place of the 78th Reg Ill vol is 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;to be filled ere long, or may be already; but if not I want the position if within the power of man to give it 
&lt;/p&gt;&lt;p&gt;I am well aware that it would be out of the regular way of doing that kind of business as the Col appoints his own staff; but there is so many things done out of the regular way in this war; that in this case you would be justifiable in granting me this one favor and more particular as I have a claim on you as one who never turns a deaf ear to a &lt;u&gt;brother&lt;/u&gt; in want 
&lt;/p&gt;&lt;p&gt;I know that men of wealth and influence generaly are better hands in secureing fat offices either for their Friends or themselves and do not mind to pay a round sum to secure such 
&lt;/p&gt;&lt;p&gt;I am sorry to say that this kind of office makeing is and has been detrimental to the putting down this &lt;u&gt;damnable&lt;/u&gt; Rebellion, God forbid
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;that my County should be governed by money officers whose whole mind is fixed on the almighty dollar, and where there is not money there is no patriotism
&lt;/p&gt;&lt;p&gt;Now there is an old proverb that runs in this wize   "all means are honorable in war"  but there is some means used in this war that certainly dishonorable and might be pronounced altogether foul   If I were so disposed I could offer money as may do.  But when it comes to that I would rather be excused, for if Illinois's noble sons cannot get men enough for her officers in the army without buying them, then a long farewell I say to her patriotism and I may add loyalty too for if nothing can be done without the almighty dollar I fear for the consequences
&lt;/p&gt;&lt;p&gt;I wish here to be distinctly understood that I refer to these men or Officers who have the dealing out of those
&lt;/p&gt;

&lt;p&gt;offices and who make a matter of speculation of it and if a man can pay roundly for it all right, about his qualifications.  see the 8th Ill cavalry for example and many others such thing should not be
&lt;/p&gt;&lt;p&gt;I am glad to say notwithstanding that our noble state has many very many good men and officers in the field battleing for the good old flag and with them I wish my name to be enrolled, and if I die in the defense of my Country most glorious will be that death.  I have lost my all in this war and am willing to loose more nay [more?] am willing to [illegible] myself of the common necessaries of life as my Family are allready in want - if for the common good
&lt;/p&gt;&lt;p&gt;Should your Excellency deign to extend the hand of relief of a Brother in want the kindness would not be forgotten in the future; and as we do not live in this world for ourselves only I am persuaded you will grant my prayer

&lt;/p&gt;&lt;p&gt;I am in a little leisure just now and think I can use it to advantage by posting you up on my notions of the way the Miss. River &amp;amp; its influences are being handled.
&lt;/p&gt;&lt;p&gt;You of course understand that Mr. Chase is or proposes to be a candidate for the Presidency. To make any show he must carry Ohio. To carry Ohio he must make friends - to make friends he must use the "Mammon of Unrighteousness".  He thus is [illegible] this wise.  Secretary Chase who is I think above money influence delegates all power over Cotton trade in the Valley of the Miss to Ohio agent W.P. Millen &amp;amp; procures orders by which the whole control is given to 
&lt;/p&gt;
&lt;hr /&gt; 
&lt;p&gt;the Treasury Department.
&lt;/p&gt;&lt;p&gt;Millen shuts himself up in Cincinnati does not come here where the trade is.  Keeps the public and his local agents in the dark here as to the mode of obtaining permits for four or five weeks and in the meantime supplies his friends Especially his brother in law in Cincinnati (Robert Moore) with his permits to buy Cotton below, to take goods into insurrectionary States and orders to Surveyors to clear boats given (in blank) to this same Moore &amp;amp; filled up by him.
&lt;/p&gt;&lt;p&gt;I have reason to believe that this is a huge swindle - &amp;amp; think there is evidence enough to prove it.  I am glad that the Cotton question has been removed from the Military authorities, but think they have gone from Scylla to Charybdis in the operation
&lt;/p&gt;&lt;p&gt;For myself, thank God, there exists no Cotton fever, but I am as 
&lt;/p&gt;
&lt;hr /&gt; 
&lt;p&gt;finitely disgusted at the shape in which matters stand.
&lt;/p&gt;&lt;p&gt;If the Government want the thing done honestly - let them adopt a plan I mentioned long ago.  Let boats bring in &amp;amp; wagons bring in all the Cotton they choose to Memphis or other selected point. Boats to take nothing down. No sales or transfers recognized until Cotton is delivered &amp;amp; inspected by Treasury officer - Loyalty &amp;amp; other things being fairly proven - let the Cotton be sold in open market for the owners.
&lt;/p&gt;&lt;p&gt;Separate the question of Cotton from that of supplies.
&lt;/p&gt;&lt;p&gt;Of course this will not be done because it is practical.
&lt;/p&gt;&lt;p&gt;Your home victories by the ballot are good as good as victories by the bullet. There will be no fight at Chattanooga of any account

&lt;p&gt;I am in a little leisure just now and think I can use it to advantage by posting you up on my notions of the way the Miss. River &amp;amp; its influences are being handled.&lt;/p&gt;&#13;
&lt;p&gt;You of course understand that Mr. Chase is or proposes to be a candidate for the Presidency. To make any show he must carry Ohio. To carry Ohio he must make friends - to make friends he must use the "Mammon of Unrighteousness". He thus is [illegible] this wise. Secretary Chase who is I think above money influence delegates all power over Cotton trade in the Valley of the Miss to Ohio agent W.P. Millen &amp;amp; procures orders by which the whole control is given to&lt;/p&gt;&#13;
&lt;hr /&gt;&#13;
&lt;p&gt;the Treasury Department.&lt;/p&gt;&#13;
&lt;p&gt;Millen shuts himself up in Cincinnati does not come here where the trade is. Keeps the public and his local agents in the dark here as to the mode of obtaining permits for four or five weeks and in the meantime supplies his friends Especially his brother in law in Cincinnati (Robert Moore) with his permits to buy Cotton below, to take goods into insurrectionary States and orders to Surveyors to clear boats given (in blank) to this same Moore &amp;amp; filled up by him.&lt;/p&gt;&#13;
&lt;p&gt;I have reason to believe that this is a huge swindle - &amp;amp; think there is evidence enough to prove it. I am glad that the Cotton question has been removed from the Military authorities, but think they have gone from Scylla to Charybdis in the operation&lt;/p&gt;&#13;
&lt;p&gt;For myself, thank God, there exists no Cotton fever, but I am as&lt;/p&gt;&#13;
&lt;hr /&gt;&#13;
&lt;p&gt;finitely disgusted at the shape in which matters stand.&lt;/p&gt;&#13;
&lt;p&gt;If the Government want the thing done honestly - let them adopt a plan I mentioned long ago. Let boats bring in &amp;amp; wagons bring in all the Cotton they choose to Memphis or other selected point. Boats to take nothing down. No sales or transfers recognized until Cotton is delivered &amp;amp; inspected by Treasury officer - Loyalty &amp;amp; other things being fairly proven - let the Cotton be sold in open market for the owners.&lt;/p&gt;&#13;
&lt;p&gt;Separate the question of Cotton from that of supplies.&lt;/p&gt;&#13;
&lt;p&gt;Of course this will not be done because it is practical.&lt;/p&gt;&#13;
&lt;p&gt;Your home victories by the ballot are good as good as victories by the bullet. There will be no fight at Chattanooga of any account&lt;/p&gt;&#13;

During all which time he manifested the greatest anxiety to leave and comply with orders.
