&lt;pre&gt;                      Through the malicious misrepresentations of certain unprincipled men in Pittsburgh I have got into trouble with Mr. Staunton.  The interest you were pleased to manifest in me during one short acquaintance emboldens me to apply to you to extricate me from this dilemma.  My friend Mr. Phelps informed me that he has spoken to you upon the subject.
 I assure you I have been most unjustly and cruelly treated, and that there is no man, in the Army or out of it, who would more cheerfully give his life

&lt;hr /&gt;
&lt;p&gt;in deference of our glorious flag and in support of the government, than your humble servant. G- is painful to me to speak of myself in terms so liable to be construed as essential a boastful spirit, but the occasion seems to demand it, and I feel assured that your governors nature will not wrong me in this respect.

&lt;pre&gt;  Your know best how best to serve me, in this dilemma.  I can only suggest that perhaps an appeal to his Excellency the President would be most effective.  Please consult with Mr Phelps upon this point.

&lt;/p&gt;&lt;p&gt;The Governor of the state of Ohio having made application, parties are being sent home to recruit for the regiments raised under the July call of 1862.  Cannot such an arrangement be made for the Illinois regiments? All the Illinois regiments raised under that call need need filling up.  Mine has now an aggregate of less than 500 men and having been Entirely raised in one County (Will) the people of that county feeling an interest in it which they do not in any other, I am confident that recruits could be obtained for it when they could not for any other.  I have made repeated attempts to have a recruiting party for this regiment detailed but the reply always is that War Department has not 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;ordered any such details from the New regiments and so I Expect that none will be made unless upon your application.
&lt;/p&gt;&lt;p&gt;Is there no way of compelling the payment of the full 40 cts per day for subsisting, as promised in Order 77?  Upon one pretext and another the payment of some of the bills incurred for subsisting the recruits of this regiment has been put off to this day, while others have been compelled to submit to the cutting down of their accounts one fourth.
&lt;/p&gt;&lt;p&gt;Most of these bills were contracted for the subsistence of the men after the regiment had been ordered to assemble at Joliet and and when, as no preparation had been made for their subsistence by the Government, had not  Messers Caswell, Austin, Prince and others subsisted the men, they would have been obliged to return to their homes and the towns from whence they came and the order of the Adjutant General could not have been complied with.  Every County Officer, and every hotel Keeper
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;in Will County will  certify that at that time it was utterly impossible to get men subsisted for a less sum.
&lt;/p&gt;&lt;p&gt;Yet these parties are today without their pay or save Mr Prince have been compelled to receive 30 instead of 40 cts.  The Act of so cutting down the bills is nothing more or less than an act of repudiation.  Provost Marshal Longworth was obliged to pledge his private Credit in order to get men subsisted at Joliet for since their experience in /62 the people there are not ready to trust in the faith of the Government.  
&lt;/p&gt;&lt;p&gt;The matter is a small but so flagrant is the injustice of the transaction that if there is no other way to reach it Congress should.

Wagner, corp Co G. 89 Regiment Capt Whiteine Ills vol and find that from a Gunshot wound Receive accidentely While in the Service of the Government that said accident did fracture the ulna and from the attending inflamation or other cause the arm is perminantly disabled He being entirely unable to close the left hand that being the Hand of the [ingerd?] arme the Wound was received on the 11 of Feb, 1864 and believeing that he would be entirely unable to serve as a soldier [now?] ask in hope of receiving a discharge from the service for said Wagner.

As you are aware I was ordered to this station to take charge of the Quartermaster Department &amp;amp; of all the expenditures incident to it. The Department is still in the hands of the State because it is supposed (as I am lead to believe from several conversations with the State authorities) she can and will take better care of her troops than the U.S.  I consider myself on duty here for the expected benefit of the Illinois Vols &amp;amp; if the Q.M. Dept. were in my hands I should consider myself bound to answer all proper requisitions made by you for their comfort, and in their care where the U.S. could not give the assistance required, owing to want of necessary law or regulations the State [illegible] still have
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;it in her power to give it, and the more easily, if she were relieved from the pecuniary obligation that her present position necessitates. If the wants of the State so far as my Department is concerned, are supplied by me it does not prevent you from appointing as many agents, as you may deem proper, to see that the Illinois troops are properly cared for no matter where they may be stationed &amp;amp; their agents would be of great assistance in furthering the objects of the Federal Government. I am willing to take the contracts, that have been made by the State, for all Quartermaster supplies, through Q.M. General [Ward?] presuming them to be reasonable &amp;amp; in compliance with regulations, this remark more particularly applies to the clothing contract as I have personally examined the clothing &amp;amp; find it up to the Army standard. I will also take the supplies on hand, if good enough for the troops, paying for them what the State paid, and I am further willing to send the supplies wherever you may desire and would be pleased if you sent your own agents with them to see that your wishes

&lt;/p&gt;&lt;p&gt;The duties of my department are particularly specified in paragraphs 1064-65 of the revised regulations.

As you are aware I was ordered to this station to take charge of the Quartermaster Department &amp;amp; of all the expenditures incident to it. The Department is still in the hands of the State because it is supposed (as I am lead to believe from several conversations with the State authorities) she can and will take better care of her troops than the U.S.  I consider myself on duty here for the expected benefit of the Illinois Vols &amp;amp; if the Q.M. Dept. were in my hands I should consider myself bound to answer all proper requisitions made by you for their comfort, and in their care where the U.S. could not give the assistance required, owing to want of necessary law or regulations the State [illegible] still have
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;it in her power to give it, and the more easily, if she were relieved from the pecuniary obligation that her present position necessitates. If the wants of the State so far as my Department is concerned, are supplied by me it does not prevent you from appointing as many agents, as you may deem proper, to see that the Illinois troops are properly cared for no matter where they may be stationed &amp;amp; their agents would be of great assistance in furthering the objects of the Federal Government. I am willing to take the contracts, that have been made by the State, for all Quartermaster supplies, through Q.M. General [Ward?] presuming them to be reasonable &amp;amp; in compliance with regulations, this remark more particularly applies to the clothing contract as I have personally examined the clothing &amp;amp; find it up to the Army standard. I will also take the supplies on hand, if good enough for the troops, paying for them what the State paid, and I am further willing to send the supplies wherever you may desire and would be pleased if you sent your own agents with them to see that your wishes

&lt;p&gt;are complied with.
&lt;/p&gt;&lt;p&gt;The duties of my department are particularly specified in paragraphs 1064-65 of the revised regulations.
&lt;/p&gt;&lt;p&gt;I beg your Excellency to understand that I recommend the transfer of the Q.M. Department to my hands solely from a sense of duty to the U.S. and a desire to do all in my power "to assist  the State Authorities"

S. I should be now able to at once comply with the request you make, as it is the Vols. must look to the State for clothing until the change is made
