&lt;/p&gt;&lt;p&gt;Understanding that another Cavalry Regiment is about to be tendered to the Government from this State, we beg leave to call the attention of your Excellency to the propriety of appointing our fellow Citizen, the Hon. T. L. Dickey to its command. 
&lt;/p&gt;&lt;p&gt;We know Judge Dickey well; and in the general qualifications of a firm, compact, and vigorous intellect, integrity above all question, an astuteness and practical sagacity, which seems to us peculiarly adapted to the position indicated, we think he will be found
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;equal to any eminent citizen who could be named for the command of a Regiment.  We also know that Judge Dickey has seen some service in the field; and the opinions of those who have had practical opportunity of forming a Judgment upon his practical capacity and gallant bearing, leads us to form a favorable opinion of the propriety of his appointment in that respect.
&lt;/p&gt;&lt;p&gt;To these considerations allow us to add one or two others that seem to us not unworthy of attention. La Salle County is the second county in the state in numbers, and probably resources: and has vindicated her position by sending ten or eleven companies to the field, at an expense, to her treasury of about twenty 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;thousand dollars. So far, she has been little considered in military appointments. Again, Judge Dickey in the late canvass was an ardent and efficient supporter of Judge Douglass. His appointment will be a recognition, to a large class of our fellow citizens, whose support is essential to the salvation of the country, that their patriotism is appreciated and to us it appears that this recognition is due to them.
&lt;/p&gt;&lt;p&gt;Upon the whole question, we are satisfied that your Excellency will well consult the public interest by conferring the proposed appointment upon Judge Dickey.

Indeed if I had been allowed to stay there and protect the Union men or had had the means of arming them for their own protection I would have sent him to St. Louis for trial as I could neither protect or arm the Union men I yielded to their advice and let him go. I am still satisfied that I was right.  From Canton we moved to Monroe Mo for the relief of Col. Smith, and from thence after marches and counter marches to Sturgeon Mo and that I may literally realize the full blessing afar,

&lt;hr /&gt;itinerant life I remove my Head Quarters ten miles tomorrow to Renick having been charged today with the management of about Forty miles of Rail Road and watching large numbers of Secessionistes.
&lt;p&gt;I write to your however with reference to my interests in the welfare of my regiment.
&lt;/p&gt;&lt;p&gt;The Medical Board rejected D. Stevenson though judging him by the ordinary and what has always to me seemed the most satisfactory rule, – success and good character he ought not be rejected.  I am exceedingly sorry, that he failed, to secure the approval of the Board but allow me now to ask, that if the D. cannot be appointed, that no appointment for my regiment be made until I come to Springfield, which will be about the 1st of August

&lt;/p&gt;&lt;p&gt;Dear Sir: Ardent, impetuous, often wrong, but always intending wright, I feel that I owe you an apology for not believing your statement that this war is simply to put down Rebellion &amp;amp; not for the extinguishment of slavery. I never for a moment doubted your sincerity but beleived you were deceived in the intentions of the administration. Since then I and a number of others of my county - through the false representations of some malicious persons - were taken prisoners sent to St [L?] - kept there a few days - then sent to Palmyra where I was discharged by Col Smith 14th Ill. The others sent to Quincy kept a few days &amp;amp; discharged by Col Palmer - no charges appearing against us. In all this round I had numerous conversations with the officers &amp;amp; became convinced that you were right &amp;amp; I wrong in my convictions. They all declare that they would have nothing to do with the war if my opinion was correct. We of the south were led into this error by designing politicians &amp;amp; some of your northern Democratic papers conjoined by the ranting

&lt;/p&gt;&lt;p&gt;I was a conditional secessionist - wanted our gov &amp;amp; legislature to arm the state &amp;amp; the convention to secede if we found our constitutional rights were to be invaded but as the issue was tried in our election of the convention &amp;amp; the action of that body was for unconditional union I felt myself bound, as a good citizen by it. Hence when our governor &amp;amp; legislature undertook to take the state out the Union by the military bill I could not endorse the act knowing that they were not empowered to do such an act for the people of the state of Mo&amp;#160;: and that our convention was yet in existence &amp;amp; could pass an ordinance of secession if it became necessary to do so to protect our constitutional rights. Notwithstanding the opinion of many to the contrary, I see nothing in the acts of the Federal government in Mo infringing on our rights &amp;amp; as I have become convinced that the government intends simply to do justice to all sections, I can truly say that I am no longer a Conditional Secessionist but a Union man: In fact I feel bound to this course by the acts of our convention, in any
&lt;/p&gt;

&lt;p&gt;event as it was selected to determine that great issue for us.
&lt;/p&gt;&lt;p&gt;When the President first called for troops I was panic stricken &amp;amp; was anxious for our governor to arm the state beleiving that the Convention would meet &amp;amp; secede. As it did not (&amp;amp; acted wisely in not so doing) I did not &amp;amp; never can give my consent or aid to the Rebellion of Gov Jackson.
&lt;/p&gt;&lt;p&gt;I have just heard of the deplorable fight at Manassas. It makes my blood run cold to hear of such slaughter of brave Americans. Oh God can not something be done to stop this terrible war! I think Congress should pass a resolution similar to the one offered by Mr Breckenridge &amp;amp; rejected a few days ago. If it would do so the south should immediately lay down her arms; if she did not she would have no excuse.
&lt;/p&gt;&lt;p&gt;The kind gentlemany treatment of Cols Smith &amp;amp; Palmer &amp;amp; their officers has been salutary with myself &amp;amp; neighbors &amp;amp; is doing more to put down secession than brutal treatment or bullets could. I feel satisfied that none of the sixteen will ever do aught against the government - I know that we from our hearts condemn this [miserable?]

I never for a moment doubted your sincerity but beleived you were deceived in the intentions of the administration. Since then I and a number of others of my county - through the false representations of some malicious persons - were taken prisoners sent to St [L?] - kept there a few days - then sent to Palmyra where I was discharged by Col Smith 14th Ill. The others sent to Quincy kept a few days &amp;amp; discharged by Col Palmer - no charges appearing against us. In all this round I had numerous conversations with the officers &amp;amp; became convinced that you were right &amp;amp; I wrong in my convictions. They all declare that they would have nothing to do with the war if my opinion was correct. We of the south were led into this error by designing politicians &amp;amp; some of your northern Democratic papers conjoined by the ranting

I had the positive promise of an appointment at Washington, but they have disappointed me. All the little property I had was sacrificed in sustaining the Alton Courier during the last Presidential Campaign, which leaves me in a very embarrassing condition, as I have a large family to support.
&lt;/p&gt;&lt;p&gt;Cannot you give me some appointment, either civil or military, until times grow easier, so that I can go into business again? I freely admit that my military education is rather limited, but I am more than willing to learn. If

I am well acquainted with all that region of country near the present location of the Confederate army and the country lying between Alexandria and Warrenton, I propose to visit that section gather all the information possible which may be of service to the Federal Government and report the same to Headquarters I am satisfied in my own mind that I can gather information which will be of great benefit to our commanding officers when the next attack is made and I am willing to take the risk on my own head of being detected by the confederates. As a matter of course it would not be known to but few here that I was acting in the capacity of "spy". I have hinted the matter only to S.D. [Merserve?] and James H Steel Esq of this place who like myself deeply deplore the result of the late battle. All that I require is the necessary funds to pay travelling expenses &amp;amp;c and am ready to start at a moments notice
