This results in a want of Confidence by all or nearly all of those Connected with the Regiment in the efficincy in the arm with which we have been furnished.
&lt;/p&gt;&lt;p&gt;Your Excelency will at once see that any Regiment however Brave or well drilled cannot be relied upon when sent into the field with weapons in which they have no confidence.

&lt;/p&gt;&lt;p&gt;The 116th Reg Ill Vols have been supplied with the Austrain Rifle Musket which are of Such inferior workmanship that not one half of them will discharge at the first Trial.  This results in a want of Confidence by all or nearly all of those Connected with the Regiment in the efficincy in the arm with which we have been furnished.
&lt;/p&gt;&lt;p&gt;Your Excelency will at once see that any Regiment however Brave or well drilled cannot be relied upon when sent into the field with weapons in which they have no confidence.
&lt;/p&gt;&lt;p&gt;For the good Reputation of Illinois Volunteers heretofore won upon the many Battlefields fought by them, and that of the 116th Reg which I have the Honor to Command, I hope and trust that the arms we have may be Exchanged for those that will Enable us hereafter as heretofore to vindicate the high position in the field which Illinoisians have so successfully achieved

&lt;/p&gt;&lt;p&gt;He took an active parte in aiding in geting up the company from here under the Comand of Capt C Fresbee he is a very Poplar man with the company one who is calculated to exert a greate enfluance for good in the camp a man of good judgement the friends &amp;amp; acquantances of the company are solisites that he should go in that Capacity
&lt;/p&gt;&lt;p&gt;He can be recomended by all the prominent men of his acquaintance He did not ask the apointment
&lt;/p&gt;

I scarcely know what to say in reply but as you say you have been informed that I felt friendly towards you so I may say that your information was correct - but I must further say that I am not now prepared to give any definite intimation of the course I may take on the question of the U S Senatorship - and this from no lack of friendly feeling towards yourself as want of appreciation of your abilities or services

&lt;p&gt;in the common cause of preserving the Nation. You are of course aware that we have been represented in Congress for the past two years by Copperhead Harris who thank God; has met the fate that sooner or later will be visited on all of his strife, and that previously we were represented by Arnold of Chicago whose interests and instincts were all opposed to over of this locality. We have therefore been compelled to depend upon outsiders for assistance and Mr Washburn has done us many favors which some of our people think ought to be remembered now, while others think he can wait in his present position which is certainly an honorable one till a more convenient reason. We feel that our interest since the location of the U S Arsenal and Rebel Prison here deserve some atten-

&lt;/p&gt;&lt;p&gt;We, the undersigned officers of the 2d Ills Cav respectfully beg leave to make the following statement of facts: 
&lt;/p&gt;&lt;p&gt;The most of us enlisted in the regiment to serve for the term of three years from the 12th day of August, 1861.  Some of our number entered the service as enlisted men, and others have been promoted to a higher grade than that held at the time of entering the service;  All have been re-mustered in consequence of promotion except Lieut. Lebold, of Co. "D," and Capt Hotating, of Co. "A," and they were mustered out of the service to-day, by reason of "expiration of term of service."  We were re-mustered on our commissions with the understanding that we were so remustered for the unexpired term of our enlistment; and &lt;u&gt;now&lt;/u&gt; we are held to service for three years from the date of our &lt;u&gt;last&lt;/u&gt; muster.  We consider this unjust, and in violation of existing orders from war department.  Circular No. 36, War Department, May 2d, 1864, says "all officers of regiments not veteran, &lt;u&gt;shall&lt;/u&gt; be mustered out, at the expiration of their original terms of service."  The chief mustering officer of this Department has issued an order,---as we think, without authority, and in violation of the order from War Dep't, above referred,---to, holding us to service, as above stated.  We think, by provis-

&lt;p&gt;ions of the circular above quoted, we think ourselves entitled to an honorable discharge; for we have faithfully served our term of service,
