Mr McIlwain is a good Republican, did good service in our County in the last campaign, was elected Major of this Regiment at Decatur at its organization some weeks since. It has been whispered here that some secret influences are at work to prevent him from <hr /> being commissioned by the Governor. Mr McIlwain has no experience in military matters but can learn as fast as any one. Our county is certainly entitled to some field officers as we have sent some 5 companies. If any influence is used against him it will be by some personal & political enemies Mr McIlwain was fairly elected & I think that any opposition he may have will not be from the Regiment itself but from outsiders almost entirely. Dear Sir, having received so many favors at your hand, it may seem like presumption in me to ask again, unless it is by a reversed application of the adage that "one good turn deserves another." I have just learned that George R. Palmer of McComb (a nephew of mine) has volunteered & gone to St Louis I think to join Col. Todds (10th) Regiment. Now will you do me the favor (if you can endorse my judgment in the matter) to drop a line to Col. Todd recommending him for chaplain. He is a vigorous healthy man, twenty six years old, and as well adapted both by nature & training to the work as any man I know. Such is his interest in our country's cause, that if he cannot serve as Chaplain he will as common soldier Many of the men now going from Fulton & McDonough counties, are his special friends & are earnestly asking his services as Chaplain. Although nearly enough men are going from McDonough Co to St Louis, they may not be accepted as a Reg, if so please let your note of endorsement or recommendation cover such contingency - If Ill. is entitled to any more Brigadier Gens, I would urge the claims of our model man, Col. If so may I suggest Capt Fullerton as a suitable person to be appointed in his place. I think Mr. Fullerton will make a good military officer, and aside from that, he is a liberal democrat. You may say that this cuts no figure, but if you have paid any attention to newspapers – the Register included – you will see that the democracy are appealed to, to continue their organization and carry the election – and this I understand is one of the reasons for so doing, viz -- “In all appointments where Republicans have the appointing power, they appoint republicans.
