As when I called upon you this morning I found you so ill, I did not say to you, all that I wished to say. You will therefore excuse the liberty I take in addressing you. As I told you the "hard times" has compelled me to dispose of my paper and printing office at a ruinous sacrifice and with almost discouragement and despair I have looked into the future to discover if possible where I am to land, to use a sailor's phraseology. I well know, or at least can imagine the numerous applications that are made to you for positions and and the perplexity in which it must oftentimes involve you. And here let me say that I shall respect you none the less should you fail to do me a favor of the kind I wish

Allow me to address you Governor, in the same manner in which all men of the common feelings of humanity prefer to be addressed whether occupying a public or private position. Since I was 12 years of age I have been obliged to depend upon my own resources and having had until for the past few years but pore health my way has not been extremely smooth. I merely state this to show you how much of fortunes favors I have known. Securing my education by labor after and before "school hours" and during vacations I believe I know the energy necessary to be carried into any pursuit in order to accomplish any important object. Now Governor had I disposed of my political principles last summer for money or had those in whom I confided used that

If you could aid me to obtain a situation where I might obtain a salary sufficient to sustain myself and family and give me an opportunity to pay of a few demands against me, I would feel just as I think you would feel were you a young man in my situation - truly grateful. Should I obtain a position as quartermaster of a regiment or any other, I will try and do my duty honestly, energetically and faithfully. Do not recommend nor appoint me unless from what you know or can learn of me I am competent. I write this between hope and fear but I rely

upon your kindness and forbearance. I ask as a favor that you will let my application or at least my motives for making it remain alive with you. Hoping that you may be speedily restored to good health and that I may hear from you I remain

Sir,

I am at present Major of the 24th Regiment Ills Vols under Col. Hocker. the regiment as you will remember I organized and had it accepted by the war Department. During the last three months we have been in service very intimate and pleasant relationships have sprung up between myself and the officers and men under me and I honestly believe that there is not a regiment of the whole volunteer force in the army that can boast of better men or officers, but at the same time I am under the necessity to confess that the chief of our Regiment does not possess the military qualities and atributes that are necessary to make a good leader and to preserve discipline among his men. his character is unimpeachable but his temper is such as to create and keep up a continual dissension and feeling of distrust between himself and the officers. The result of entering the battlefield under such circumstances would be a sad one. I am on the best standing with both the Colonel and the rest of the officers nevertheless I would prefer to serve my country in some other regiment coming from the State of my adoption.

There are now as I understand several

new Regiments forming under your supervision and if your Excellency has not assigned all the field officers to those Regiments yet, I would respectfully apply for a post in one of the Regiments. I was brought up a military man have been a commissioned officer during the Hungarian war when only 17 years old and am ready to submit to the most rigid examination on matters necessary for the accomplishments of a Colonel or Lieut. Col. I can refer your Excellency to the Hon. W B Ogden Hon J. N. Arnold Hon J. Y. Scammon Genl. Asboth of Genl Fremonts staff with whom I served under [Kossuth?].

With much consideration allow me to remain Your Excellency

Most obedient servant

To his Excellency Governor R. Yates

Commander in Chief of the Illinois State Militia

Julian Kune Major

                    <text>
Payson, Adams Co., Ill., Aug 27, '61

Hon. Richard Yates,

Your Excellency may recollect the mention in a letter of July 23 of the apprehensions of this region lest there shd be an inroad from the rebels of Missouri

Affairs here are becoming more complicated. Refugees of both parties are seeking safety among us. Several rebel soldiers have brought their families across & returned to fight.

Their spies have traversed the county.

Their visits make them familiar with it.

They will find 20 miles of road here, together, either one of wh would probably afford more supplies to an army than any one mile of some counties in the state.

This very industry & thrift of the community leave us destitute of arms.

When the river is frozen over & our Pork fattened, arms, organization, & discipline will be very essential. In order to the latter, arms are needed at once.

If we cannot get them from the state, we must get some for ourselves.

We hear that you have commenced the distribution. If so can you not spare us enough for a Company of Cavalry or for 50 at least, at once.

If you cannot provide us can you allow one of your subordinates to give us information as to where arms can be procured cheapest.

We find that cheapness will quadruple our numbers, if we purchase our own arms.

We suppose we need for cavalry a Minnie Rifle (short, 32 metres & with a strap) & Minnie Cartridges. A pair of pistols, one smoothbored (to carry buck shot, for use in the nights) & one rifled. A Sabre; short & heavy for unskilled hands.

Are we right? Any information will be gratefully received & vigorously used by

Your obdt Servt

Dear Sir:

Having just read the letter which Mr Hawley bears from Judge Wilkinson to you, and having had about equal opportunity to know whereof he affirms, it affords me pleasure to say that I most heartily concur in all of it.

Not as a matter of form, nor to oblige a friend or dispose of importunity - for in such a matter I believe that even friendship, & all other ties & considerations ought to be scrupulously excluded

to make room entirely for that of the cause & the public interest - but because I know him to be faithful, and confident, believe him capable of filling any position that he will either ask or accept.

It is of course agreeable to reckon such a man among one's friends, although that circumstance does not in this case disturb in the least degree my judgment as to his fitness, or any sense of the controlling claims of this country.

Very sincerely Yours

Geo. W. Pleasant

If any such position is now open for this section of the state, I know of no one more competent therefor than Mr Hawley. Altho' not a military man by education, he has given the sciences much attention, and in my judgement, would fulfil the duties of any position in a regiment, with credit to the State and its service, as well as to himself. Instead of a mere introd-

Permit me to recall to your acquaintance my friend John B. Hawley Esq. whom I had the pleasure of introducing to you at our last State Convention, but whom you may not now recollect, inasmuch as he informs me that he has not since then had the pleasure of meeting you.

His visit to Springfield is one of reconnoissance, and if a favorable opportunity offers, would like a military commission in some one of the regiments now being formed in the State.

Your attentions will not only be well deserved but kindly appreciated, and of yr assistance to him will place me under renewed obligations to you

Chicago Ill Aug 28th 1861

Dear Sir.

I observe from my commission as surgeon of the 42d Regt Ills Vols that I am ranked as Captain.

I believe I am entitled to rank as Major.

The rank of a surgeon of a regiment while in the State Service is that of Captain, but when mustered into the U.S. Service the rank is changed to that of Major and as the 42d Regt of Ills Vols is mustered directly into the U.S. Service I think I may justly claim the rank as Major.

Will you please

inform me if my information is correct - and if so forward a commission, ranking me as Major.
