&lt;/p&gt;&lt;p&gt;Mr Cheever's principal business in his interview with you, is to ascertain what disposition has been made of the application in behalf of many prominent citizens of Ottawa for your authority for William H. W. Cushman to raise a Regt for the war.
&lt;/p&gt;

&lt;p&gt;The application sets forth the particular character of the Regt. which you have probably recd.
&lt;/p&gt;&lt;p&gt;Mr. W. H. Cushman has recd a military education and is conceeded by all military men to be an accomplished Officer. He has for some years had the command of one of the best companies of Cavalry in the State.
&lt;/p&gt;&lt;p&gt;He is a man of great wealth, and alike distinguished for his business habits, and military talents. Every inch a soldier, His appointment is sought for him by citizens of all political parties. All have confidence in his peculiar qualifications 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Let me urge his immediate appointment to the position thus sought for him. He is of middle age &amp;amp; will do honor to the flag and the cause.

I am an Evangelist of the Christian Church, and believe the cause of my Master and the welfare of mankind calls, yes loudly calls, upon all good and loyal citizens, to assist in quelling this ungodly rebellion.
&lt;/p&gt;&lt;p&gt;As I am acquainted with a goodly number of Col. Hick's regiment, I would prefer being with them as I might have more influence over them than I would with others, but would go with aney other regiment.

I served till the end of the war without missing a days duty -- was probably drilled three times as much as the twelve months volunteers in that war. I am a native of Sangamon County -- son of Wm. Colburn of Loami and am now thirty years old. I now through you offer my services to my country. All I ask is a place where I can make my past experience useful. I lately visited Camp Butler, and what I saw there has induced me to offer you my services. Some companies there are well officered and are progressing finely in their drill, while others have officers who are inexperienced and incompetent, and the men who try to serve under such officers, instead of being drilled as soldiers should be, are harassed and tormented by a multiplicity of improper orders. Seeing this state of things I concluded to offer my services, bona fide, for the good of my country, and not for my own aggrandizement. I could not afford to leave my family (whom I love dearly) and my business for the little that I could do as a private soldier, but as an instructor I could do much good. And I think that in consideration of my past service and experience I am entitled to an office. I can furnish you written certificates and recommendations of my character and abilities in any number you may desire from the best citizens of Sangamon &amp;amp; Menard Counties. &lt;/p&gt;&lt;p&gt;As I was cheated out of my Majorship in our regiment for political reasons, I would like to get a field office in [illegible] our other regiment now forming.  
&lt;/p&gt;&lt;p&gt;I have now had an experience of four months in the field, &amp;amp; hence I know I am better qualified to take the command of a regiment as Colonel than many who have been appointed.  And I think that those who at first volunteered ought to have better claims than those who finally propose to come into the service only

&lt;p&gt;This military favor is the only one I ever sought, &amp;amp; when my political friends are in power, I think my political services ought not to be entirely overlooked.

&lt;/p&gt;&lt;p&gt;Wm R Lockwood of this city wants a commission as Col of one of the Illinois Regiments. He would prefer the one which is being raised here.
&lt;/p&gt;&lt;p&gt;He is a hale, vigorous man in the prime of life, of gallant bearing, with a good deal of military taste, and some military knowledge, and would, I think, make a good officer.
&lt;/p&gt;&lt;p&gt;If there are any additional appointments of Colonels to be made you would, in my judgment, do well to give him a Commission. Truly yr friend
