Your esteem favor 6th

Inst. this day at hand I certainly cannot but exprefs

my thanks to you for the interest you are taking

in the welfare of myself & Family & I only hope

that the day may come when I can in some way

return to you some favor in part compensation. I

began to feel probally without a cause that owing to

my misfortunes & knowing that I could be of no

more service to any of my Political friends in Illinois

that they were dispossed to let me go and make no

effort in my behalf. I could not reconcile it to myself

to think that of you from our long and intimate

acquaintance. not that I had ever done any thing

in days that are past and gone to claim any thing

at your hands. but my claims from from Friendship

alone. my son will be 18 years old this fall. he writes

a good hand, is attentive to businefs & believe he

could sustain himself in any position he might be able

to get. his adrefs is modest, no bad habits, rather

small of his age. in a conversation with Geo. T. Brown

of Alton a day or two ago he remarked if he succeeds

in obtaining his appointment as sergent at arms of

the senate, of which he had no doubt at present he

would provide for him. his name is Douglas Alexander Morean

it would be uselefs for me to take a place unlefs it

would pay me more than a bare support at the

same time if things continue much longer as they are

now I may be compelled to even take such a place as

that. for I can assure you businefs has fallen off to

mere nothing here I have a young man with

the Mo. Democrat. & State Journal in regard to your

polical visit to Jerseyville last summer. he is a warm

qualified to fill any station he could obtain in any

of the Departments at Washington. I can assure you

it is very humiliating to ask any thing for myself

or any of my Family. I have been accustomed all

my life to work for my Friends & them only. Financially

I went too far for return hence my present condition.

I should like to see you so much why cannot

Sir:

I have the honor to transmit herewith a copy of Joint Resolutions, No. 28, expressing the Confidence of the People of Wisconsin in the present Administration of the Federal Government.

Joint Resolutions, No. 28.

Relating to the New Administration just Inaugurated.

Whereas, A new Administration of the Government has been inaugurated under circumstances of peculiar embarassment, with a dissatisfied People in one portion of the Union, seeming to hate the Union itself: And Whereas, The peace and prosperity of the Union depends upon its perpetuity, and its perpetuity depends upon the firmness and integrity of the Administration of the Government, sustained by a law=abiding, loyal and Union=loving People: And Whereas, The Inaugural Address of President Lincoln gives abundant evidence that he possesses that ability and firmness that will restore peace and prosperity to our beloved Union, by a strict adherence to all requirements of the Constitution and the Laws, showing favor to no one section of the Union over another, Therefore,

Resolved, By the Assembly, the Senate concurring, That in the Inaugural Address of Abraham Lincoln, we recognize the words of a true Patriot and the sagacious Statesman, and that we hail it as an omen that the Government of this Country is to be restored to its original purity, as founded by the Father of his Country, assisted by his Compatriots of Revolutionary memory.

Resolved, That, in the language of the Inaugural, "Though passion may have strained, it must not break our bonds of affection. The mystic chords of memory, stretching from every battle field and patriot grave, to every living heart and hearthstone all over this broad land, will yet swell the chorus of Union, when again touched, as surely they will be, by the better Angels of our nature."

Resolved, That we pledge the faith of the People of Wsiconsin, to aid the President of the United States in carrying out the principles indicated in his Inaugural Address to the fullest extent, putting into the scale, if need be, "Our lives, our fortunes, and our sacred honor."

Resolved, That the Governor be requested to forward copies of the foregoing preamble and resolutions to the President of the United States, to the Governor of each State in the Union, and to each of our Senators and Representatives in Congress.

Amasa Cobb,

Speaker of the Assembly.

Butler G. Noble,

Lieut. Governor and President of the Senate.

Sir:

I have the honor to transmit herewith a copy of Joint Resolutions, No. 28, expressing the Confidence of the People of Wisconsin in the present Administration of the Federal Government.

Yours, very Respectfully,

State of Wisconsin

Approved March 12, 1861,

Horner was committed to cleaning up corruption in the Chicago-run Democratic Party machine. An expert on Abraham Lincoln, Horner was an avid collector of Lincoln artifacts and papers.
