Hon Richard Yates Gov

Your Dispatch saying that if Genl Fremont had released my teams, you would not order their detention was recd

In explanation I would say that I was employed by a Good Union House here to haul a load of Butter from here to a Point on the Ohio River opposite Smithland Ky. I did not think I was doing anything wrong - they told me the Butter was Sold to parties there & as I knew them to be truthful men & as Ky was a Loyal State & c -

On the arrival of my teams at Du Quoin my large teams attracted great attention & Suspicion -

they stopped them & telegraphed to Genl Fremont that they had detained a train of teams (only two) loaded with Butter & ammunition of War &c. he in reply said = detain Property till further orders meaning of course said suspicious property & not the teams - I & owner of Butter went over to see about it & were arrested & sent to Col Oglesby who remanded us & our Case to Genl Fremont who referred our case to Maj McKinstry, he investigated the case & at once reported in our favor & ordered us released also Property, the necessary papers were there made out & sent by us to Genl Fremont to be signed - his private Secretary told us that it could not be done that Saturday 24th Evng as the Genl was so busy, but that I might with certainty go on to Duquoin and the dispatch would be there in time for me, I went there but the Dispatch had not been recd. I was then told by

Mr I. H. Brown (who is a very worthless fellow & refer you to Mr. D. S. Phelps for Proof) that he had orders to hold the property till further orders from you - I telegraphed to you as I did thinking that Genl Fremonts order would come as promised - I being tired waiting there came here to see what was the matter & find the Genl has been so busy & has lost some time with Burial of Genl Logan that the papers have laid over, but have the promise of his Secretary that he will try & have it attended to to day -

You will please excuse me for writing you this long letter but I did not want you to think I had been doing anything wrong in the first place and afterwards tried to deceive you about their being released, having such a flattering reccommendation to you by Hon Thos, hope excuse will be received, will you be kind enough to write Mr I H. Brown to release my teams & property when released by Genl Fremont & oblige

Upon reaching the Treasurers Office I found, that the only notes then being used, were payable two years after date, with six percent per annum Interest payable Semi-annually on the first of January and first of July, and that to obtain them I had to delay for the printing, filling up, signing and registering, I agreed to receive the following denominations

$150,000 of Fifty Dollar notes

he would have the Five Hundred, and One Hundred dollar notes, ready for delivery - that the fifties had not been received from the Engraver, but would be in a few days, when they would be prepared for delivery as soon as possible; and he added, that I could take the $250,000, and he would forward the fifties by mail as soon as they could be made ready. - Having been detained in Washington much longer than had been expected, and being satisfied that my presence would not hasten the preparations of the remainder of the notes, I receipted for the $250,000 and gave orders for the ballance to be forwarded by mail to the Treasurer of the State -

To obtain the funds I gave a receipt to the Secretary of the Treasury, stipulating that the State should furnish proper vouchers for the disbursement of the money received, upon demanding any further payments, a copy of which, is hereto attached - the $250,000 has been endorsed and is ready for use, the $150,000 has not yet arrived, but when received will be Endorsed without delay.

to His Excellency Richard Yates Governor of Illinois

Sir. - to Execute the power confered upon me to obtain from the United States whatever amount the Secretary of the Treasury was Authorised to refund to the State on account of expenses incured in raising, Transporting, Subsisting, Clothing, Arming, Equiping and paying Illinois Volunteers in the Service of the United States, - I proceeded to Washington City, and on the Sixteenth of August obtained an order on the Treasurer of the United States for Four Hundred Thousand Dollars of treasury notes.

$100,000 of Five Hundred dollar notes

$150,000 of One Hundred dollar notes

$150,000 of Fifty Dollar notes

On the Nineteenth of August I was informed by the Treasurer, that by 12 Oclock the next day

he would have the Five Hundred, and One Hundred dollar notes, ready for delivery - that the fifties had not been received from the Engraver, but would be in a few days, when they would be prepared for delivery as soon as possible; and he added, that I could take the $250,000, and he would forward the fifties by mail as soon as they could be made ready.

Very Respectfully

Your obt Servt.

Govr Yates - That I may not trespass too much on your time and explain my purposes, and avoid the odium too justly attaching to office seekers for the sake of pecuniary consideration, I take the liberty of addressing you this letter - and at the risk of saying too much of myself, I shall venture to speak out, write who and what I am, and of my purposes - I will venture to introduce myself as Brother in Law to the late Hon. Rufus Choate of Boston - and this only as showing to your Excellency my social relations to be those of a gentleman and yet of no importance, except so far as these relations are sustained by personal character of which my letters introductory will speak = Previous to my collegiate course, I had the advantage of three years military

instruction, under the late Capt. Alden Partridge = for eighteen years Superintendent at West Point, at his Military School at Norwich Vermont - and followed this by a service of three years as a Common Sailor before the mast on board of a Whalemen = by which means I early acquired a military and seamans education - the military part of which I have since to some extent kept alive - I was lately chosen Captain of the "Home Guard" Company A at Chicago =

Having [illegible] thus far, it is now my wish and intention to identify myself with the army for and during the continuance of this war = and to this end have arranged my business and social relations = Were I a few years younger I would [commune?] in the ranks = as it is, it is not my wish to ask for, neither would I accept high and responsible command until I may arrive there by and through actual experience in active service = nor do I wish or ask for high pecuniary position = Were this

my object, I should have remained at home = where my business income was far greater than any I should expect to receive from the public service = and perhaps it is unnecessary to say in this connection, that my position as to property renders unnecessary high pecuniary pay = all this I leave out the question = My simple purpose is, some official position in connection with the army, in the faithful discharge of the duties of which, I shall be in position to acquire military experience by active service, in which I may from time to time find opportunity to engage -

In short, I have determined to devote myself heart and soul in the active service of my Country = believing & being fully persuaded, that the Country demands the service of her best Citizens = and enjoining that an early education has fitted me for this service and that I have sound health and a strong arm to give to her = To this end, I

ask the consideration of your Excellency = you will pardon me the liberty I have taken = and perhaps on reading this, and the accompanying letters introductory, willl allow me an half hour private interview, where I can explain more particulars -

The place you may be pleased to give me, will be the more highly appreciated, in proportion as it shall afford me the opportunity of giving most effectively my best services to the necessities of my Country =

Will your Excellency be so kind to indicate to me, when I may have a moments interview = I am at the "Cheney House" = I shall be pleased to await your convenience =

His Excellency

FROM CAMP BUTLER.

Special Dispatch to The Chicago Times.

CAMP BUTLER, Sangamon Co., Ill., Aug. 30.

Governor Yates to-day made the following appointments:

Captain C. J. Tinkham, of Champaign county, Lieutenant-Colonel; Robert A. Gillmore, of Chicago, Major; S. A, Buckmaster, Jr., of Alton, Adjutant; and C. A. Nasero, of Chicago, Quartermaster, of the Twenty-sixth Regiment, Colonel Loomis.

Philip B. Fouke, Colonel; Ellias S. Dennis, Lieutenant-Colonel; and Thomas A. McClurken, Major, of the Thirtieth Regiment.

Lafayette McCrillis, Lieutenant-Colonel; and Thomas Homer, Major, of the Third Cavalry Regiment.

Of the above-named officers, I know seven to be staunch democrats, which refutes the assertion that it is the intention of the Governor to allow political preferences to control him in the selection of the field-officers of the regiments now in course of organization here.

The plan of forming regiments of companies from the different Congressional districts has been abandoned, and regiments are now organized as fast as companies arrive on the ground.

Companies continue to arrive in large numbers, principally from Egypt. Southern Illinois has been well tried, and, so far from having been found wanting, she has far exceeded the most sanguine expectations of all, in the numbers of her loyal sons who are offering themselves to battle for their country.

Dear Sir, Before leaving Cairo I had received no reply to my application for the acceptance of a new Regiment. Should I succeed in raising a Regiment will it be accepted, and if the choice of the Regiment will I be appointed Colonel.

I am satisfied that some assurance of this kind will greatly facilitate enlistments. Please address me to day at Chenery House, or after to day at Mound City

Very Respectfully

Your Obt. Servt

Wm Hunter
