<text>
Jefferson City Sept 26 1861

Dear Govenor

We arrived here yesterday morning from Rolla. Freemont first ordered Hunter to Rolla when he stayed a few days when he was ordered here not to take command but to await further orders which he is doing and while he is doing so Price I calculate will fall back and make his escape. Freemont has intended coming here himself to take command but I dont believe he will nor will he allow Hunter to do anything I am clearly of the Opinion that Freemont has not the ability to mange this department. He is first rushing his Troops to one point and then another while the Enemy is [overruning?] the whole county and unless there is a change the first of January will find all the Troops in Missouri I am heartily sick & disgusted and I now Say to you that Illinois owes it to her Troops to begin making

[at side]: J.W. Shaffer

making a fuss about it, and I have no hopes of there being any change for the better untill Freemont is suspended. I wish to God I had taken your adice and accepted a Regiment I then would have been in a position where I could of done some good by taking care of 1000 Ills Troops but as I am situated I can only look on and see things go to the devil without any power to do any good.

I have no authority to do any thing the Quarter Masters department is run in such a manner in the state that whoever has any position in it will be cursed. Yesterday a couple of Palmers men were killed & a number wounded and a larger amount of mules & other property destroyed and all for the want of some person to take charge of the Transportation that knew how Railroads should be run There should be at least 20 first Class Railroad men employed

on these Roads to run them. This is only the beginning of a series of accidents that must happen as the men in charge know nothing about Railroad business. I am about ready to curse the Adminstratn for not making a change here when it knows that every thing is going to the Devil. If during the Fall you should see a chance to give me a Regiment without interfering with your other arrangements and it would be entirely satisfactory to all partes concerned I would be glad to accept it as I am sattisfied I could do better by a Regiment then most of the Cols who are at the Head of Ills Regiments, and I have about given up all hope of Doing anything where I am. But understand I Dont want you to give me a Regiment unless you can do it just as easy as not for I know how you are situated and I would take

no position that would not be entirely agreeable to all our Friends and especially to those that surround you. I am in no particular hurry and would not leave Hunter if he was in a position to do any thing and would not leave him at any rate unless he was entirely willing which he is. I would not feel so bad about matters did I not know that I could take any branch of the Quartermasters Department in this state and run it up to the handle and do the service some good. But the whole concern is run by a [Sett?] that by God dont know enough about business to manage a Saw Mill. But there is no use in talking. We must stand it until the Administratn sees fit to put somebody here that knows something.

I wish you would write me a letter and let me know how you are getting along as I am anxious to know how things are going as I often think of you

Truly Your Friend

J W Shaffer

                <text>

J W Shaffer

                    <text>
Orange Ills Sep 27 1861

Hon. Rich Yates

Govener of the state of Illinois

Most excelent sir

Pardon me if I adress your honor and not word right as I am no much of a schollar. The reason why I write to you if of considerable interest to me yet you may not consider it so. But I will preceed to inform you of the circumstance which is as follows - Last spring I hired one Martin L. Wallick to work for me on the farm. he was to work eight months for one hundred dollars. I was to pay him ten dollars during the summer the ballence when his time was out or during the coming winter up to the time of Capt Woolsey going off with his company I paid him some thirty five or six dollars. he worked four months and eight days. the ballance he told (Martin) me to pay to his sister. I told him I would which I can prove. When Woolsey went off the day before (Sunday) Martin Wallick came out to my house it being very rainy and wet

he asked me for my horse to ride into camp at Knoxville 3 1/2 miles - and he said that I should send in to camp on Monday and get my horse. he said come early for we will start off by eight oclock. The next morning I sent my son in for the horse, he went in camp but could not find the horse, he went to Capt Woolsey and told him that he wanted his horse. he (Woolsey) told him that he was not a going to let the horse go out of camp until Martin rode him out, and that Martin should ride him to war My son told him that the horse did not belong to Martin. Woolsey said he did not care the horse should go to war with him my son demanded the horse the second time Woolsey then ordered some of his men to take my son out of the camp which they did and immediately ordered Martin to mount the horse which they had hid in a board tent. he mounted and went off with the company on my horse. my son

then got a replevy and officer and followed and overtook them at Maquon, the officer Dept sheriff took hold of the horse to bring him off Capt Woolsey ordered his company to come to his help to keep or take the horse from the sheriff Woolsey [Martiny?] Wallick and a number of others laid hold of the horse, and took him from the officer, and told my son that he would give him up the horse if he (my son) would pay [Martiny?] thirty five dollars or get him another horse. my son told him that he would or could not do it as I did not owe Martin any thing, Well said Woolsey, he would be back in a week and then he would settle my son said that he wanted the horse, but if he could not get him then it would have to go so, Woolsey said that he would give him $110.00 for the horse then take off $33.00 I was then to have $77.00. so when Woolsey came up, I sent my son in to town and told him to demand my horse Woolsey would not talk with him. he said that he had bonds for $77.00 that I might have and went off never offered

Bonds horse money nor nothing what ever

Hon.

Now your Honor I was left a widow one year ago with almost nothing all that I have is my horses, and Woolsey knew it I am now 50 years of age and not healthy, five children to make a living for that are at home and one of these a cripple that goes around with crutches now sir I cannot even get up my wood. These companies have been sent forward temporarily for Picket Duty by order of Major General McClennan the remaining companies will be forwarded with Lieut. Col in a few days. I have been ordered to remain in camp to organize my second regiment which I have good reason to believe will be full in two weeks, from this date. So great is the desire on the part of the good rifle shots throughout the loyal States to join the service, provided they can be attached to my Corps, & so unwilling are they to enlist in any other

Dear Sir

Allow me to tresspass on your patience to the extent of requesting a personal favor.

I know & think I appreciate to some extent at least the agrevation and vexation attending the constant application of individuals for every appointment within your gift. And have resolved that I will not be persuaded to ask of you another similar favor.

Dr. J. W. Tuttle is a large stout healthy man of good habits & practical ability

My Family Physician and every other Physician of our place express the utmost confidence in him as a practical Surgeon

I saw him at a Coroners inquest over a Body killed in drunken [Shelaly?] fight. And to all appearances he was fully adequate to conduct the examination & give a minute detailed account of cause & effect.

The Dr. desires to go into active service. Wants an oportunity not only to dress the Limbs of Wounded Soldiers.

but if opportunity presents to try the effect of cold lead on some Reble.

Clark. E. Carr says his Bro Col. E. Carr would be glad to have Dr. Tuttle appointed Surgeon of his Reg but he had determined not to ask "or recomend another person to the Gov" for App" in his Reg"

Doct Tuttile is not particular what Reg. you assign him, except he desires to see Active Service.

He was a Douglas man during the Campaign, is now & has been constantly a strong War Man. Sustains the Administration & all military Authoritys at all hazards untill impeached, & is a fast Freind to yourself

I trust you will find it consistent to give him the appointment of Surgeon in some Reg" that is likely to see Active Service. And by so doing you will confer a special Personal favor on Your old and

Gov Richd Yates

True Freind

Geo I. Bergen

Dr J W Tuttle
