When I first suggested to the Govr. the idea of my undertaking to form a regiment, there were three companies enlisting here and there seemed to be a pretty general expressed opinion that if I would take hold of the matter, a regiment could be got up in this vicinity in a very short time. I have no doubt that I might then have succeeded very Easily, but those companies have since united with other regiments. it would be much more uncertain now. It is very possible, & indeed very probably that another regiment can be collected here in a reasonable time, & as near as I can judge, very few persons in this section would be more likely to succeed, than myself but I think it scarcely worth while for me to undertake it on condition. I have no desire to act in the matter, merely for the sake of making a figure; I did not ask or expect the Gov. to give me an appointment merely to gratify or benefit me; unless the condition of the country is such as to make it apparent that I might be useful beyond peradventure. I do not conceive it to be my duty to engage in that direction

Within the last few days Col Turner who was mustered into service one day before me claims Seniority on that ground. My impression is and was that you ranked us and mustered our regiments and that this was and is conclusive

According to the order of the War Department of 26th Aug 1861 which is [illegible] to be applied was Turner would be the Senior Col of the State and myself and Wyman who were mustered on the same day would have to draw lots for the Second place The question is important now for upon it depends whether Col Turner or myself shall command a Brigade

Be good enough to inform me what is the real state of this question and if this order of the 26 Aug prevails it overrules your action and makes Cook Oglesby &c junior to many of us Our regiment is in fine health and we are ready for work

Dear Governor

Yours &c

Dear Sir
My regiment will soon be full and I feel much solicitude about their arms. I have noticed the statement in the newspapers in relation to the guns obtained by you at Washington, and I wish to request that the Lincoln Regiment shall be duly remembered in the distribution. I have taken the liberty to telegraph you this morning asking for 200 of the rifles, and I earnestly hope you may be able to accommodate us.
Very truly yours

Permit me to say, that there is a deal of uneasiness amongst our Union people here caused by persons from Mo. opening recruiting offices pretendedly to fill up Companies in our regiments at Cape Girardeau and elswhere. I have Strong grounds for believing that most of these men are traitors, and that they are making up recruits for the rebel Service; and getting information which may annoy us in the future. I Suggest, that no man or Officer, unless well known, ought be allowed to enlist a man in this region unless authorized by you to do so.

Rev Dr. John W. Worthington desires a Chaplaincy. You know him, once of yr city.

My belief is he would be a valuable Chaplain. Can you aid in his appointment?

Letters have been written to Lt Col D.C. Williams & Major Matteson of Yates Phalanx by me on behalf of the Rev Dr W: a good word from you, if free to do & agreeable to you would aid the Dr perhaps.

As a friend, let me say, your energy, as Governor, draws upon my feelings largely. Go on, Dear Sir, you have made a shining mark as our young Western Gov.

Can any Muskets & accoutrements be got for Pike?

We are on a Frontier. Our boys are fighting chickens.

My effort is to get up a Militia Regt in Pike.

We have some old Muskets lately, recd. Some Cos. organized now as Militia.

Yours Sincerely,

Gov R. Yates

Dear Sir:

Rev Dr.

Wm A. Grimshaw
