I have received a letter form the friend who presented it suggesting "that I send my Adjutant General or some other competent officer to Genl. Totten in St. Louis, or to the Chief Officer of Ordinance of the Western Department with my request for the guns and ammunition" referred to me the foregoing letter or requisition;
&lt;/p&gt;&lt;p&gt;Now I suppose you are the proper person to give me the approval of the requisition and if you will do so I will be much obliged.  The reason I wrote for the 12 pounders was that nearly every company has expressed a desire for them.  They have been so well satisfied with the 6 pounders that

&lt;hr /&gt;
&lt;p&gt;they desire the 12 pounders of the same pattern.  Please endorse the copy I send you or take any method you may desire best in effecting the object.
&lt;/p&gt;&lt;p&gt;These guns and ammunition can be ordered directly to St. Louis if you so desire.  I would prefer this as we are overcrowded here.  My only desire is that the Illinois troops would have the guns.

&lt;/p&gt;&lt;p&gt;Dear Sir   Having been compelled to obtain a leave of absence for 20 days on account of a wound in right leg I have returned to Quincy for a few days.
&lt;/p&gt;&lt;p&gt;Since in the service I have been compelled to be convinced of some things of which I was not before fully aware.  And some experience in studying the character and minds of the confederates have made suspicious certainties.
&lt;/p&gt;&lt;p&gt;It may safely be assumed that of the people who have been born and raised in our borde slave states or who have emigrated thither from other Slave States 9 out of every 11 of the whites are really secessionists.  The difference between them being only in the Shades of opinion, and in the capacity and opportunity for doing evil.  The causes which have induced this State of things are of course many but they all refer directly to the institution of slaver.  Almost without an exception, the men in the State of Missouri, and probably in the other border Slave States, who own or are in favor of slave property, confound efforts with object, And as the prosecution of the war to a limited extent necessarily renders insecure slave property, they think this the sole object of the war.  It is for this reason
&lt;/p&gt;
&lt;hr /&gt;that our unity and kindness towards the rebels is received with so little good.  Their minds are firmly made up to believe that the object of the war is the destruction of slavery,  and no amount of argument convinces them that this is not true, and in so many instances our kindness and unity is as lost upon them as it would be upon swine.
&lt;p&gt;The cause of the war is probably the growth of two institutions (under the same general government) entirely incompatible and antagonistic – The weapons of ours are the emblems of educated peaceful and honest industry – and the instrument of the other ignorance and tyranny.  Tho fire and water may be restrained in close proximity but will not unite – and have a permanent connection in the world it is that, of the free and slave State, (while so) there can never again be a union upon a permanent basis. 
&lt;/p&gt;&lt;p&gt;It might last for a few years but the tie which binds us would be severed again by one or the other, where war must follow.  It may be that the constitution public opinion or the exigency or the times would not (now) authorize the directing the war against its real though remote cause. If so the peace obtained (at great disadvantage can only be the Hemlock not the olive branch –  We may try as hard as we please while in camp to believe that the war has nothing to do with slavery, but its no use. There is not a 
&lt;/p&gt;
&lt;hr /&gt;3.      
&lt;p&gt;“[buttemuch?]” to ragged but knows it, a contraband so simple as not to show it, and it can be seen in various forms in General Orders, while it shades the countenances of all commanding generals.  The negro builds for the rebels the impassable [illegible], and the invulnerable casemate, the bench and the curtain, drives the transport and ladles the metal for their guns-- If mutes did this they would soon be at work for us.
&lt;/p&gt;&lt;p&gt;In view of all this I believe it is sincerely hoped, that of the great aim of this war, by removing our disadvantage.   Thus – for instance – let us take all the negroes whom any general officer may believe to be the property of a rebel (and use them for all the needs of the army to which they can be applied. For the 7th Ills. Cav. Reg there are about 35 waggons – 35 troopers now dismount to drive them.  I would remount these troopers, and the negroes should drive the waggons.
&lt;/p&gt;&lt;p&gt;100 negroes – could be used, I can specify the places for them all – and will do so in infantry cavalry and artillery if you desire it – One thing which would probably be exceeding well – would be companies and regiments (sappers &amp;amp; Miners) of Negroes – commanded by competent engineers – and armed 
&lt;/p&gt;
&lt;hr /&gt;with the axe, shovel and pick –
&lt;p&gt;This would be a first step, others would be taken as the exigencies of the service required, or the nerve of the rebellion might render necessary.  The fact now is, that negroes escape, and that the army gets the credit by ignorance of reporters, of liberating hundreds daily.  I am not despondent but do feel that this war is not very near its end, and that we must fight rigorously and with such advantages as may come within our grasp – What harm can there be, if we then appropriate to our own use, some of the sinews the energy and shear Samson of his locks.
&lt;/p&gt;&lt;p&gt;We must now conquer or be conquered and the sooner we avail ourselves of all opportunities the sooner will the result be known.

I made the application for the Colonelcy of the 7th Cavalry at the instance of Kellogg who assured me that he would resign on the 1st of April. I am now satisfied that he will never resign until his position as Judge is in danger. Compelled to resign at a time when a man with any political aspirations, would most regret it. by the conduct of Col. Johnson, I have been exceedingly anxious ever since to reenter the service that I might set myself right, but nothing could induce me to go into camps, hunting for an opening. Johnson was not required to see whether his appointment would be satisfactory to the men

&lt;p&gt;and officers of the 28th. before it was made. Whilst he was borrowing their money, I was involving myself for their benefit in my Efforts to arm them, and have been refused pay for the reason that I turned over in an "irregular way" the miserable guns furnished us by Fremont. He, at last accounts was near $6000 ahead, whilst I shall be if I cannot get a satisfactory settlement with parties who know nothing but "Fremont &amp;amp; him glorified" as many dollars behind. I made the application for the Colonelcy of the 7th Cavalry at the instance of Kellogg who assured me that he would resign on the 1st of April. I am now satisfied that he will never resign until his position as Judge is in danger. Compelled to resign at a time when a man with any political aspirations, would most regret it. by the conduct of Col. Johnson, I have been exceedingly anxious ever since to reenter the service that I might set myself right, but nothing could induce me to go into camps, hunting for an opening. Johnson was not required to see whether his appointment would be satisfactory to the men

Whilst he was borrowing their money, I was involving myself for their benefit in my Efforts to arm them, and have been refused pay for the reason that I turned over in an "irregular way" the miserable guns furnished us by Fremont. He, at last accounts was near $6000 ahead, whilst I shall be if I cannot get a satisfactory settlement with parties who know nothing but "Fremont &amp;amp; him glorified" as many dollars behind. I regret that I have troubled you so much already in the premises. I am under many and lasting obligations to you for the appointments you have seen fit to confer on me. The The Loco party are useing their party to carry it - The Soldiers in the field, can defeat the thing - if the matter is fully explained to them, By the Schedule they are allowed to vote for or agt it - but not provision is made for them to vote for officers under it next fall if it is adopted - Let them understand that this priviledge, is only a bid for their votes for it, &amp;amp; the last one of them will vote against it, and this can be easily shown them, because

Kinney who was at the Battle of Fort Donelsen under command of Gen Grant in the 7th Ill Reg Col John Cook and more recently in the Battle of Pittsburgh Landing where I am informed he was dangerously wounded by a shot in the shoulder while leading his company and will probably die if not already dead. I desire to go and procure his body if dead, and if not dead to take him, and take care of him until he recovers &amp;amp; is again able for service. He enlisted in Capt Joslins Company at Elgin in this State and joined the 7th Reg under Col Cook, and has been promoted for bravery several times since.  
&lt;/p&gt;&lt;p&gt;I am too poor to defray the cost of the trip. I desire a pass over the R. R. to the scene of action &amp;amp; return for him &amp;amp; me.  I would not
&lt;/p&gt;

Kinney who was at the Battle of Fort Donelsen under command of Gen Grant in the 7th Ill Reg Col John Cook and more recently in the Battle of Pittsburgh Landing where I am informed he was dangerously wounded by a shot in the shoulder while leading his company and will probably die if not already dead. I desire to go and procure his body if dead, and if not dead to take him, and take care of him until he recovers &amp;amp; is again able for service. He enlisted in Capt Joslins Company at Elgin in this State and joined the 7th Reg under Col Cook, and has been promoted for bravery several times since.  
&lt;/p&gt;&lt;p&gt;I am too poor to defray the cost of the trip. I desire a pass over the R. R. to the scene of action &amp;amp; return for him &amp;amp; me.  I would not

&lt;/p&gt;&lt;p&gt;I have just a half sheet of Paper in my Room, and am setting up hoping to met Col Allen who has gone to Chester and Expected to return to night.  Chatterton not yet arived= When we arived in St Louis found that Most of the Illinois troops had left Benton Barracks.= Boltons Battery were on board steam Boat ready to sail, started out for him that night 12 oclock did not find him, next morning Boat gone, after breakfast got our passes and started for the Barracks.  Found that the only Illinois Boys then in camp were about three companys of Marshalls Cavalry  saw the Col and some of the Boys.= Buckmaster &amp;amp; gale had been out to see them the day before.  Bushmaster took out a Demijohn of Whiskey, (democratic argument) and we can vouch for its being good.  Mr Gale I have not yet met.  If he is here he is very quiet.  Buckmaster does all the talking- a lot of democratic fuglemen are here from Illinois.  Such men as Jim Mix of Chicago, Goodell of Joliet and southern democrats and while I am looking round after them I suppose they have an Eye of me.  For the first men we met at the Planters on our arrival was buck and Mix, and after shaking of hands &amp;amp;c Mix was overheard to say Look out for that Man Bill Church Buck he is after you

&lt;p&gt;they had reported that they should leave for Rolla tomorrow Monday.= in another quarter they were going on Friday.  I suspect they intend to start tomorrow at 8 am.= although unless Buckmaster finds some way to get here from Alton (wither he went last night) by private conveyance, he cannot get here in time, we had made our arrangement for Rolla tomorrow morning but Col Allen has not yet returned, and Chatterton is in same fix of Buckmaster, cannot get here until to late for train to Rolla.  I suspect we shall all get off together on Tuesdays train  Curren is sick here inflamation in eys.  He may not be able to get off so soon.  I have interested myself very much in his behalf. Gave him my Room which was better than the one he had for his use, and call every day to see how he is getting along. = have met several officers from different Regiments since I came here.  Mayor Willard. Major Campbell from Lasall. Lieut Col Day of Marshalls Regiment the two latter officers are connected with the Court Marshall here, and will probably remain here for ten days or more.  They will help when they get to their commands.  Speed Butler and Lieut Scammon will each leave tomorrow for their quarters and will do what they can.
