(Frank Everett), 1856-1939 Black Hawk War (1832) Generals Soldiers War of 1812 Veterans Mexican War (1846-1848) Generals Legislators Indians of North America Description An account of the resource Frank E. Stevens was a lawyer, banker, newspaper editor and writer based in Illinois. Stevens was born and educated in Dixon, Illinois. He studied law in Sycamore, Illinois, and was admitted to the bar in 1877. Shortly after that he moved to South Dakota where he operated the Beadle County National Bank until 1890 when he moved to Chicago and worked in a brokerage business. In 1907 Stevens returned to Sycamore, Illinois, where he published the Dixon Weekly Citizen and later the Sycamore Tribune. He retired from the newspaper business in 1928 and was elected mayor of Sycamore in 1931. Governor Henry Horner appointed Stevens to the War Records Division of the office of the Adjutant General. Stevens was a historian who authored several historical works including The Black Hawk War. Stevens used the majority of the items in the collection while researching and writing The Black Hawk War. The Black Hawk War (1832), although brief, has much significance for Native American history. In April, tribal groups of Sauk, Meskwakis, and Kickapoo, led by Chief Black Hawk of the Sauk, crossed the Mississippi River from Iowa into Illinois. Known as the British Band, they claimed lands under the 1804 Treaty of St. Louis, a treaty the whites disputed. Fearful, militia’s fired on the Native American delegation in what led to the Battle of Stillman’s Run, a resounding defeat for the militias. Black Hawk was eventually defeat, however, at the battles of Wisconsin Heights and Bad Axe. Historically, the Black Hawk War legitimized and strengthened forcible relocation of Native American tribes further west. The finding aid for the Frank E. Cav. Sept 26th 1862 a General order from the Adjt. Genl. declared these Battallion Officers Supernumerary and ordered them vacated. Under this order the Batt. (Samuel Weller), 1908-1998 Constitutional amendments--U.S. states Politicians Constitutional Convention (Illinois : 1969-1970) Constitutions--U.S. states Description An account of the resource Samuel Witwer grew up in Gary, Indiana before attending Dickinson College and then Harvard Law School. After finishing school, he moved Chicago to live and practice law. He became interested in constitutional revision in the 1940’s and worked diligently for it, pleading before the Illinois Senate Executive Committee in 1947 and the House of Representatives in 1949. He was actively involved in getting the 1950 “Gateway Amendment” passed which made it easier to amend the constitution. He was the state chairman for the Committee for Constitutional Revision from 1950-1957. Witwer ran unsuccessfully for the U.S. Senate in 1960, losing to Paul H. Douglas. In 1968 when the voters favored a constitution convention, Witwer was elected as a delegate and then chosen by a 109 to 0 vote of delegates to act as its president. The convention succeeded in drafting a new constitution which was then passed by a large majority of the voters. Witwer was also involved in civic organizations in Chicago. He was a director of the Chicago Urban League, the Citizens for a Greater Chicago and the Chicago Council on Foreign Relations. He was a member of the Chicago Union League Club, which gave him an award in 1954 for civic service. The magazine Chicago recognized him as one of the “five builders of Chicago” in 1954 and the Church Federation of Greater Chicago selected him as “one of three Chicago laymen of the year” in 1956. I propose to publish, at an early day, my book on the New Practice. If upon any section there have been decisions made by our own Supreme Court, or by that of any other State the same will be given in substance, immediately thereunder. The Judg is endowed with a good share of Policy with a genial disposition. The fear he entertained while in Jacksonville that he would meet with opposition from some parties here were groundless. That I ascertained immediately upon my arrival. He is surrounded in [illegible] constantly engaged getting scarcely time to read his correspondence much less to answer them, for instances there were over one hundred applicants for positions, and to day over one hundred and fifty that with his regular duties fill up his time full as much as he desires. He will in my opinion fully equal his friends most sanguine expectations. He has today assigned me to duty as a Clerk at $1,600.00 per year with the prospect of an increased position in a short time or as soon as he can make the arrangement. It wold in my opinion be injudicious in the Judg to remove <hr /> all the old officers at present until he understands the workings of the Institution fully. Those changes however in my opinion will be perfected whenever the circumstances require. I have no fearsbut what the Judg will suitably provided for me aided by your [illegible] influence, the Judg and myself are in good health. The weather thus far has not been any more oppressive than in the West. I suppose you are interested in Louisiana Politics. I have explored them to considerable extent, and the result is I find three separate and distinct [illegible]. One with Governor Wells as it Leader (who are as the Gov himself informed me) War Democrats, but in my opinion more Copperhead than War Democrat. They assert that they are in favor of the Free state organization but oppose negro suffrage. The other are in favor of the present State organization with a qualification upon Negro sufferage rather wait a while before extend the franchise to the Negro but willing to do so if necessary to neutralize the Rebel vote, the third party are in favor of the State organization but unqualified in favor the Negro franchise immediately. The first named will undoubtedly succeed as the state is full of rebels returning from the army and <hr /> under the amnesty proclamation are entitled the franchise. Judg Cutter belongs to the second party which in my opinion is almost if not quite obsolete "Confidentially" in my opinion He, Cutter, does not exercise much influence here. He is regarded by both of the other parties as "fishy" ready to go either way which will promote his personal interests. Governor Wells is the leading political [illegible] in this State and in the contest this fall the only question will be the right of franchise for the Negro.
