&lt;/p&gt;&lt;p&gt;My recollection of the facts relative to your contract with Gen Ripley to deliver to me fourteen batteries of James Rifled Cannon is as follows.
&lt;/p&gt;&lt;p&gt;You presented your proposition to Gen Ripley and he after reading, said he would have the contract ready by 12 or 1 O.Clock of that day. I then left the city with the understanding that Gen Ripley had accepted your proposition and that he would make the contract in confirmity with that proposition. If I remember the proposition correctly, I was to be furnished by the Government five hundred rounds to each gun. The guns have done

&lt;p&gt;splendid execution on our various battlefields and I do not understand why there should be unwillingness to carry out the contract

&lt;/p&gt;&lt;p&gt;You presented your proposition to Gen Ripley and he after reading, said he would have the contract ready by 12 or 1 O.Clock of that day. I then left the city with the understanding that Gen Ripley had accepted your proposition and that he would make the contract in confirmity with that proposition. If I remember the proposition correctly, I was to be furnished by the Government five hundred rounds to each gun. The guns have done

&lt;p&gt;splendid execution on our various battlefields and I do not understand why there should be unwillingness to carry out the contract

&lt;/p&gt;&lt;p&gt;Having been at home some weeks from the loss of an arm at Shiloh, I have been frequently called upon, as I wrote before, by soldiers desirous of rejoining their regiments as to the means of getting back, and I have been so impressed with the necessity of some general rule, well understood, that I hope it will not be considered presumptuous in me to make some suggestions -
&lt;/p&gt;&lt;p&gt;Our army from sickness, discharges &amp;amp;c is sensibly decreasing, and not the least cause is the fact of soldiers finding how difficult it is to return, gradually neglect to make efforts to do so. It can hardly be expected that the generality of soldiers are so anxious to return that they will raise money, even if they are able to pay their way. It affords a good excuse to remain at home. In every county you will find a large number, who have put off their uniform and are working on farms &amp;amp;c - A great many, who have been absent two months or more, are expecting their discharges in accordance with an order sometime ago
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;published. Of course that applied only to soldiers who were not convalescent at the expiration of two months. But the soldiers did not so understand it, and if they did, it was very easy to get a certificate of some irresponsible or friendly physician, as to their disability. As a consequence of this, I feel sure that there are a great many, expecting their discharges, who have been reported by their company commanders as deserters. The order of Gen Halleck, directing the quartermaster to furnish transportation upon the certificate of a post surgeon, I am informed by soldiers who have been to Chicago for that purpose, works this way - The surgeon at Chicago gives a certificate to be presented to the master of transportation at St. Louis. But the trouble is to get to St. Louis. Of course there is no difficulty in getting transportation when once there.
&lt;/p&gt;&lt;p&gt;It seems to me that it would be better to have in each county, a surgeon and a superintendent (combined perhaps in one person) upon whom shall be the responsibility of examining soldiers and furnishing transportation. Being responsible and known he will give certificates when they are needed only. Being acquainted in the county he will be able to keep an eye on the absent soldier. It is a hardship upon the sol-
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;dier to compel him to go to Chicago. But it will be comparatively easy for the soldier to go to the county seat. In every county there can be found patriotic men, who will be willing for a trifling compensation to take charge of it. The number of men Illinois has in the field would justify it. and the rule would work still better, if it should remain unchangeable, so that no soldier could be mistaken about it. Our present army having been made before the regulations so to speak, one of the most difficult things is to advise soldiers with safety as to any given rule, for what is an order to-day, is revoked to-morrow, and no man unless he is in constant receipt of the orders, knows how to act or advise. One old soldier drilled is worth to the government two new recruits, and we ought to keep all the old ones in, if possible -
&lt;/p&gt;&lt;p&gt;Hoping this will be considered in the spirit with which it is intended -

&lt;/p&gt;&lt;p&gt;I have sent you today a copy of the last Journal to shew you what we are doing here against that gigantic Swindle by courtesy called the "New Constitution. There is no editor of the Journal now, as Mr Barden has no time and no experience to devote to that department.
&lt;/p&gt;&lt;p&gt;This week I took charge of the Journal myself and wrote all the editorials in it in all political subjects, including the Constitution - There is also an article of mine in reply to the slanders circulated by Democrats and the Sentinel
&lt;/p&gt;

&lt;p&gt;as well as Register and Times. Next week I will have the letter, which appeared in the Journal (Springfield) republished in the Jacksonville Journal.  Since last Friday John Strong and myself have raised over $20 - and with it got printed and mostly circulated 5000 Handbills against the "New Constitution" - They have been supplied to almost every reading voter in this County, and I have sent thousands to Cass, Menard, and Scott Counties and John has sent some to Greane - I am speaking some, but as I am not very well (my thoat troubles me) I can not speak as much as I would desire - I spoke at Bethel last night, shall speak

&lt;/p&gt;&lt;p&gt;I have sent you today a copy of the last Journal to shew you what we are doing here against that gigantic Swindle by courtesy called the "New Constitution. There is no editor of the Journal now, as Mr Barden has no time and no experience to devote to that department.
&lt;/p&gt;&lt;p&gt;This week I took charge of the Journal myself and wrote all the editorials in it in all political subjects, including the Constitution - There is also an article of mine in reply to the slanders circulated by Democrats and the Sentinel
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;as well as Register and Times. Next week I will have the letter, which appeared in the Journal (Springfield) republished in the Jacksonville Journal.  Since last Friday John Strong and myself have raised over $20 - and with it got printed and mostly circulated 5000 Handbills against the "New Constitution" - They have been supplied to almost every reading voter in this County, and I have sent thousands to Cass, Menard, and Scott Counties and John has sent some to Greane - I am speaking some, but as I am not very well (my thoat troubles me) I can not speak as much as I would desire - I spoke at Bethel last night, shall speak

&lt;/p&gt;&lt;p&gt;Sir.
&lt;/p&gt;&lt;p&gt;We desire to call your attention to a claim of our state for reimbursement for expenses incurred in outfitting troops and to 
present some considerations why the same should be allowed without delay. In December last Gov. Yates was advised by the Secretary of War that the General Government was prepared to assume control of the Quartermaster's department in this state, and of all expenditures and contracts pertaining thereto.  When the Governor applied to turn over to the U.S. the clothing on hand and contracted for by the State Quartermaster the Quarter Master General refused to assume any contracts for clothing at more than the regulation army price, giving as a reason that he could not be warranted in buying better clothing for the Illinois troops than for others. Accordingly an arrangement was made for the transfer of the contracts for clothing on the following terms – It was agreed that the state should turn over the goods as received from the contractors to the 
&lt;/p&gt;
&lt;hr /&gt;U.S. Quartermaster at Springfield to be paid for at the rates specified as the Untied States prices, the state settling with the contractors and leaving the question of reimbursement for the difference between the amounts paid and the amounts received from the United States to be decided thereafter.
&lt;p&gt;Under this arrangement the state has turned over to the United States clothing which has cost. $ 595,000   Of this sum Government has paid as agreed, 471,000   The difference which the State assumes to pay is $124,000   The certificates of the United States Quarter Master and of the United States Inspectors show that the clothing furnished under these contracts excelled in quality of material, trimmings, make and style, and was fully worth the price paid.  
&lt;/p&gt;&lt;p&gt;The State now claims that the United States should pay the full cost of the clothing, and we have an earnest desire that this claim should be allowed.  The goods have been issued to troops in the field in the service of the General Government and by reason of their superior quality and durability, and the universal satisfaction they have given to the officers and men of the regiments supplied, the United States government has received the full value of the clothing at its enhanced cost.
&lt;/p&gt;&lt;p&gt;There is another reason why we feel it our duty to press
&lt;/p&gt;
&lt;hr /&gt;this claim.  An effort is being made by those journals in this state which are opposed to the Administration and the war to establish that the contracts have been fraudulent and that the United States refuses to pay the contract price, because the goods are not worth it. The consequence is that the agent of the State, Gov. Wood, who made the contract and those State Officers who confirmed it, Gov. Yates and the Auditing board, R.H. Thomas of Virginia and James H. Woodworth of Chicago, can make no explanation of these false and damaging charges without being met by the inquiry “if the goods are worth what you paid for them, why did not the United States assume the contract?”  There is only one way in which these slanders can be refuted, and that is for the Untied States to refund to the State the entire cost of the clothing, and it is a simple act of justice to the State and its agents that it should be done and that speedily.
&lt;p&gt;Gov. Yates will more fully show to you the facts above concisely stated, and we would most earnestly urge that you assist him in having the account approved and paid.

&lt;/p&gt;&lt;p&gt;We would ask of you, as the Govner of Ills. the privlage to write a few lines in regard to our cases who are here as prisners of War on Parol not to serve against the Southern rebels until legally exchanged or discharged of which we will bee duly informed. we were taken Prisners at the Battle of Shilo and have not heared from home since that time. therefore we are anxious to get somewhere where we can hear from home and get some money and have a change of clothing. for we are here without money and clothing and are detaned here for some reason I know not what. we were released on Parol at Macon G.A. and are thus far om our way home and canot get any farther. therefore we as Ills men would ask of you the Govner of the State of Ills to do something for us if it is in your powr for we are no use to the Government at present in this condition. our families know not whether we are alive or not and of course are uneasy about us.

&lt;/p&gt;&lt;p&gt;We would ask of you, as the Govner of Ills. the privlage to write a few lines in regard to our cases who are here as prisners of War on Parol not to serve against the Southern rebels until legally exchanged or discharged of which we will bee duly informed. we were taken Prisners at the Battle of Shilo and have not heared from home since that time. therefore we are anxious to get somewhere where we can hear from home and get some money and have a change of clothing. for we are here without money and clothing and are detaned here for some reason I know not what. we were released on Parol at Macon G.A. and are thus far om our way home and canot get any farther. therefore we as Ills men would ask of you the Govner of the State of Ills to do something for us if it is in your powr for we are no use to the Government at present in this condition. our families know not whether we are alive or not and of course are uneasy about us.
