&lt;/p&gt;&lt;p&gt;The result of the amentment as before said a death to all our enterprises
&lt;/p&gt;&lt;p&gt;The Tonaco Petersburg &amp;amp; the Logan port [arena?] cannot accept the charter, &amp;amp; the suffering people, on the line of the Road &amp;amp; Through Eight of the best Counties in this state must wait before we can

&lt;p&gt;give them the promised aid to open the important lines -- For the Moment our efforts are killed by this Bill = Mr Haines has overreached his mark.
&lt;/p&gt;&lt;p&gt;In trying to Punish the CB &amp;amp; Q Rail Road he made an attacke of Weak Corperation which the people want [reconstructed?] &amp;amp; finished to enable them to have proper facilities to get the Produce to market -- by putting such limits to our Profits that no sane Capitalist will furnish a Dollar to Complete the Enterprise--  All will complain of this exception in [favor?] of old Company

&lt;/p&gt;&lt;p&gt;a copy of the Jacksonville Journal
&lt;/p&gt;&lt;p&gt;of June 22nd. In it I saw published
&lt;/p&gt;&lt;p&gt;my last letter to you and was much
&lt;/p&gt;&lt;p&gt;pleased to know that you had received
&lt;/p&gt;&lt;p&gt;it. You will probably notice I write
&lt;/p&gt;&lt;p&gt;with considerable feeling about the
&lt;/p&gt;&lt;p&gt;veterans I think you would not blame
&lt;/p&gt;&lt;p&gt;me could you know exactly our conditions
&lt;/p&gt;&lt;p&gt;and feelings. It is but due to you today
&lt;/p&gt;&lt;p&gt;that your name is often mentioned 
&lt;/p&gt;&lt;p&gt;by our boys. If say they Gov Yates
&lt;/p&gt;&lt;p&gt;was yet our Governor the Ill. troops
&lt;/p&gt;&lt;p&gt;would be among the first to be mus-
&lt;/p&gt;&lt;p&gt;tered out and her veterans would be
&lt;/p&gt;&lt;p&gt;first on her list. A large number
&lt;/p&gt;&lt;p&gt;of troops have passed through to this

&lt;/p&gt;&lt;p&gt;I am a Sergeant of Company L 2nd Ill Arty. enlisted in the Battery at Chicago on Jan 19th 1862. was at the Siege of Corinth, Battle of the Hatchie. the advance toward Granada Miss. Seige and Surrender of Vicksburg. and he expidition from the latter

&lt;hr /&gt; place to Monroe La. on this march I was taken Sick with chills and miasmatic  fever and have been unable to do duty since nor is there any prospect of my returning to active Service as my constitution is Seriously impaired: My term of Service expires January next and the future looks dark not being able to labor and haveing two little motherless children depending upon me for Support; but for my Sickness I should have had the position of 2nd. Lieutenant in the Battery Standing Second in the line of promotion and had the promise of my Captain there has been three Coms. given Since I left; I do not ask that others should Support my Children as long as it a possibility for me to do it:
&lt;p&gt;Haveing lost my health in the Service of my Country I ask some position in the Government Service that I may obtain a Support for my Family: I ask you to assist me if it is in

&lt;/p&gt;&lt;p&gt;At a Convention of Committees, severally appointed by the Common Council of this City; by the Chamber of Commerce of the State of New York; by the Union Defence Committee; and by bodies of Loyal Citizens of this city, it was resolved to hold, on Tuesday, the 15th instant, a Mass Meeting of all parties who are in favor of supporting the Government in the prosecution of the war and suppressing the rebellion; and to express, without reference to any party question whatever, their undiminished confidence in the justice of the cause, and their inflexible determination to sustain it; and to that end to proffer to the Government their aid to the extent of all their resources.
&lt;/p&gt;&lt;p&gt;In accordance with this purpose, the undersigned were appointed by the Convention a Committee to invite distinguished citizens, of all parties, to address the meeting upon its object, and in the spirit in which it is convened.

I called the Capts of Companies together for consultation, concluded to invite English to accept the proposition of Surgeon they decided also an appology to me was necessary for his abusive language and his circular.  have consulted with his friends he will not submit to it.  say he must come in independant of me or any other officer of the Regiment.  that we cannot submit to   would place a man here acknowledging no authority over him, his friends desire a vote of all men in the Regiment, which I cannot tolerate.  too many votes have been taken here  now an appointment in my opinion would in all cases be the better way -  I have proposed to let bygones be bygones  - with English but it does not give satisfaction to him.  he has abused me much, but for the good of the Regiment I am willing to lay aside prejudice.  I must protest against his appointment -- fully believing that his presence in the Regiment would tend to insubordination which I wish to avoid.  And I respectfully request you to appoint a man from some other part of the state, and I feel fully convinced you will appoint a good one   Dr Roberts of Winchester has been recommended.  I know nothing about him.  he refers to [Indy Morer?].  are you-

&lt;/p&gt;&lt;p&gt;Lieut Col Wyatt left here quite suddenly last Night without leave, &amp;amp; he was under charges here at the time he departed, of about this nature. about 10 days since I detailed him with a Command under order from Genl Tuttle to proceed into Kentucky, and make some arrests of men who had violated their oath of allegiance. they executed the order and accomplished all I desired, a Noted man Col Turner, quite wealthy and influential was arrested and brot into Camp the scout or Leader of the expedition was a spy of the Genl after their arrival Liquor was provided quite freely and I am informed Wyatt partook quite freely. the spy ([illegible]) made a proposition to Wyatt that there was mony in the arrangement, and proposed that in a few days all prisoners under charge were to be forwarded to Vicksburg and exchanged and he Wyatt was to apply and obtain Command of the expedition to Vicksburg, and on the way down was to release Turner for a specified sum of Mony. Wyatt assented,and in furtherance of the arrangement sought an interview with Genl Tuttle in the morning and solicited the command above refered to. the Genl had been apprised before by his spy of all that transpired consequently was prepared to [meet?] it by charging upon Wyatt not Disloyalty but a [want?] Integrity as an officer. he was not under arrest at the time he left but probably would have been had he

&lt;/p&gt;&lt;p&gt;Lieut Col Wyatt left here quite suddenly last Night without leave, &amp;amp; he was under charges here at the time he departed, of about this nature. about 10 days since I detailed him with a Command under order from Genl Tuttle to proceed into Kentucky, and make some arrests of men who had violated their oath of allegiance. they executed the order and accomplished all I desired, a Noted man Col Turner, quite wealthy and influential was arrested and brot into Camp the scout or Leader of the expedition was a spy of the Genl after their arrival Liquor was provided quite freely and I am informed Wyatt partook quite freely. the spy ([illegible]) made a proposition to Wyatt that there was mony in the arrangement, and proposed that in a few days all prisoners under charge were to be forwarded to Vicksburg and exchanged and he Wyatt was to apply and obtain Command of the expedition to Vicksburg, and on the way down was to release Turner for a specified sum of Mony. Wyatt assented,and in furtherance of the arrangement sought an interview with Genl Tuttle in the morning and solicited the command above refered to. the Genl had been apprised before by his spy of all that transpired consequently was prepared to [meet?] it by charging upon Wyatt not Disloyalty but a [want?] Integrity as an officer. he was not under arrest at the time he left but probably would have been had he

&lt;/p&gt;&lt;p&gt;Presuming that the Intent formerly taken in the 101st Morgan County Regiment was unabated I have heretofore taken the liberty to address you and inform you our situation, together with incidents connected therewith, and I again take the same liberty. I wrote you a few days since concerning Lt Col Wyatt.  since his departure so suddenly to parts unknown to me I have not heard from him.  The Provost Marshall informs me that testimony has accumulated upon him.  and in the event the charge first made upon him should not be sustained (which in my Judgment is almost impossible) the matter of leaving his post without permission would cause his discharge from the army inevitable, hence we may reasonably infer that the Regt is minus a Lt Colonel and when the Regular forms are complied with, one will be compelled to be Commissioned and from the Army Rules and Regulations promotions follow in Line "to suit" Major. if no [illegible] succeeds to Lt Colonel and a Captain to the office of Major if agreeable to you and consistent with your Rule I desire you will allow me to suggest the proper person to fill vacancies.  I have attended personally to the Regiment and I am more thoroughly informed in reference to the capacities of individuals for office than any other person

&lt;hr /&gt;in or out of the Regiment. I would suggest Major Newman for the Lt Colonel. and Capt. John Lightfoot for the office of Major. and in making those suggestions I honestly and conscientiously believe that the efficiency and discipline of the Regiment would be promoted.  my Command is now under good discipline and progressing rapidly in the Drill and will soon compare favorably with any Regiment in the field.  I enlisted in the cause for the good of my country and I every day feel more the importance of sound good Loyal True Patriotic officers.  I can heartily endorse the above Named to fill all requirements, hence when appointments are made I much desire that good men will be promoted
&lt;p&gt;Agreeable to your suggestion I wrote to the War Department concerning my arms. and received a prompt reply for Genl Ripley Chief of Ordnance. and immediately an Inspector visited our camp and condemed the Guns hence I infer we will be speedily rearmed, with good Guns and if we can be placed under the command of Major John A. McClernand we will be well situated.  I wrote you sometime since concerning the appointment of William T. Sutterell to the office of 2d Lieut in Company H. to fill the office in place of Lieut Shelly Wright deceased.  an election in the Company was held and the result of it forwarded to your office. and I suppose the matter has been mislaid   please have it attended to as speedily as possible and Sir although I have written at great length I hope you will excuse me. but I take the liberty knowing

&lt;hr /&gt;the great [intent?] you have manifested in our Regiment and from so doing permit me to say that the Regiment are endeared to you by a tie that will not be easily broken. and although lying Democratic politicians may endeavor to make political capital by asserting that the army are opposed to the Presidents Emancipation Proclamation yet I assert that my Regiment endorse it to a man and the further we progress into the field the more determined are we to [use?] any endeavor [or power?] to suppress this infernal Rebellion and I have the sentiment of the Regiment when I say that almost the entire vote of the Command would be cast for Ingersoll on Tuesday next if we were permitted.  we are not the Richardson [illegible] Vallandingham Democrats. and if the Lord spare our lives to get back we will show them if we are the miserable [illegible] they represents us to be.  but I must stop and ask your pardon. for so long a Letter. hope you will excuse me

The official acts of the past Legislature are sufficient to convince every Patriot that love his country more than party that the signs of the times are portentous for evil and that the time had arrived when Traitors at home as well as in the field needed to be learned that if they are inclined, to trample upon the Government and the Laws that the Government still possesed the 
&lt;/p&gt;
&lt;hr /&gt;power to at least enforce its Laws and compel all such sympatisers with Rebels to take their place either with the South in the field where they belong or hold their place and cease endeavoring to produce dissatisfaction with our Glorious Government
&lt;p&gt;But what I desire to communicate to you is I desire the Command of one of those Infantry Regiments.  I would not make the request were I not fully convinced from experience that my health will not permit me to remain in a Southern Climate since my connection with the Military I have devoted my time to the study of Military Law and the Drill.  and I feell confident from the experience I have had no man in the field can bost of a better Drilled and disciplined Regiment than mine when [we were?] unfortunately [captured?]   by giving me the command of the Regts above refered to it will enable you to make such choice as your Judgments dictates to fill the vaccancy so created   I hope sir you will not consider me

&lt;/p&gt;&lt;p&gt;I have written you once before and I have not yet received an answer at which I am not surprised knowing your time is fully confined with other and more important correspondents yet faithful to the promise I made you that I would occasionally communicate with you and inform you of how matters were progressing here I now proceed to do the same.  I am still employed by Indy Kellogg in the Custom House having a position as Clerk in the auditors office at a salary of $1,600.00/a year.  My health and that of my family is good as usual.  The Judg's health is good and he is in my opinion conducting the affairs of the Custom House with ability giving general satisfaction to all and all you will  I am in hopes after I become [illegible] with the turnings of the Custom House that the Judg will give me a more prominent position with an increased salary.  That matter I have entirely with the Judg having 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;full confidence in his friendship and that when he deems it proper he will do what is right in the premises.  The Judg in my opinion has made a good impression here and from his continued attention to the business will give satisfaction at Washington.  He has my best wishes for his prosperity -
&lt;/p&gt;&lt;p&gt;I suppose you will expect from me my opinion regarding Louisiana politics.  Well they are in such a mixed condition that it is almost impossible to make a definite decision upon them.  Since the surrender or capitulation of the Rebel Army thousands have return to the city and their home.  They come here in quite a defiant manner.  They declare they were not whipped but [illegible] and that under different circumstances they could succeed that is with more able Leaders.  I am of the opinion that they still adhere to Davis position that there is an [illegible] Gulf between the North and the South and that although they have been broken in their Military Power yet they will yet accomplish their ends through the Ballot Box and they in my opinion are still and quietly working to that end.  It is quite frequently asserted here by Rebels that the Southern men will go home here in a hurry yet 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;with their [illegible] broken many think that they will make it uncomfortable for us to remain here.  With Gen Wells in their influence I am of the opinion they will carry it out.  He is a bad man.  He has put into responsible positions all the Rebels he could and by holding the offices they exercise a powerful influence.  My opinion is this state is not yet prepared for self government.  They are too unsettled entirely and if the military power is withdrawn from here we can pack our knapsacks and leave.  Hence Governor I give it as my opinion that the enactment of a State Constitution is a "farce" not in the least respected by the Executive and only used and recognized when it suits the [illegible] of the Rebels and in your official action permit me to say that if you advocate the appointment of Provisional Governor for the state of Louisiana you will prevent anarchy and the sooner restore the state to loyalty by so doing.  My kind regard to yourself and family.

&lt;/p&gt;&lt;p&gt;I have written you once before and I have not yet received an answer at which I am not surprised knowing your time is fully confined with other and more important correspondents yet faithful to the promise I made you that I would occasionally communicate with you and inform you of how matters were progressing here I now proceed to do the same.  I am still employed by Indy Kellogg in the Custom House having a position as Clerk in the auditors office at a salary of $1,600.00/a year.  My health and that of my family is good as usual.  The Judg's health is good and he is in my opinion conducting the affairs of the Custom House with ability giving general satisfaction to all and all you will  I am in hopes after I become [illegible] with the turnings of the Custom House that the Judg will give me a more prominent position with an increased salary.  That matter I have entirely with the Judg having 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;full confidence in his friendship and that when he deems it proper he will do what is right in the premises.  The Judg in my opinion has made a good impression here and from his continued attention to the business will give satisfaction at Washington.  He has my best wishes for his prosperity -
&lt;/p&gt;&lt;p&gt;I suppose you will expect from me my opinion regarding Louisiana politics.  Well they are in such a mixed condition that it is almost impossible to make a definite decision upon them.  Since the surrender or capitulation of the Rebel Army thousands have return to the city and their home.  They come here in quite a defiant manner.  They declare they were not whipped but [illegible] and that under different circumstances they could succeed that is with more able Leaders.  I am of the opinion that they still adhere to Davis position that there is an [illegible] Gulf between the North and the South and that although they have been broken in their Military Power yet they will yet accomplish their ends through the Ballot Box and they in my opinion are still and quietly working to that end.  It is quite frequently asserted here by Rebels that the Southern men will go home here in a hurry yet 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;with their [illegible] broken many think that they will make it uncomfortable for us to remain here.  With Gen Wells in their influence I am of the opinion they will carry it out.  He is a bad man.  He has put into responsible positions all the Rebels he could and by holding the offices they exercise a powerful influence.  My opinion is this state is not yet prepared for self government.  They are too unsettled entirely and if the military power is withdrawn from here we can pack our knapsacks and leave.  Hence Governor I give it as my opinion that the enactment of a State Constitution is a "farce" not in the least respected by the Executive and only used and recognized when it suits the [illegible] of the Rebels and in your official action permit me to say that if you advocate the appointment of Provisional Governor for the state of Louisiana you will prevent anarchy and the sooner restore the state to loyalty by so doing.  My kind regard to yourself and family.
