Dear Sir

When I was about leaving Chicago you promised me that you would see to it that the Common Council of the City of Chicago passed an ordinance granting the State Hydrant water for Camp Douglas

Mr D.A. Gage of your city is under contract to attach necessary pipes to the Hydrant; but the free use of the water by the city has not been secured, although it was assumed, that in locating the camp that this would be done.

Our troops are about to go into camp, and your early attention will greatly oblige
