Sir;

In response to your communication of the 1st ult. I have the honor to submit the following [statement]:

The State of Illinois, as such, has made no provision for the support of families of volunteers. At the late extraordinary session of the legislature, an act was passed authorizing towns, cities and counties to make applications for this purpose, a copy of which I enclose. No provision has as yet been made for additional pay or bonus
