Gilbert late of the 87th Ills vols is desireous of taking a commission in some Colored Regt or Company, I hereby certify that he is a young man of good moral character in no way addicted to bad habits - that he is honest and consciencious and that I am satisfied that he is qualified to perform the duties of any office that he would be willing to take upon himself I should therefore be pleased to hear of his promotion
