Dear Gov,
I must trouble you again for a letter of recomend for Benj L Phelps, one of our oldest & best citizens who is anxious to take a trip down the Mississippi. A letter to Gen Hurlburt or to some other good man or to both is desirable if convenient.
I hate to trouble you but when a good man asks it of me I cannot refuse, as you know
