Springfield, May 9, 1861.
Dear Sir:
In passing Companies over your road, from any station to the place of rendezvous, under the ten regiment law, before receiving them you will require from the Captain a certified muster roll, to be left with you agent at the station. In like manner when the Companies return, you will require a certified copy, signed by the Captain, and countersigned by the Colonel. Companies cannot contain over 114 in all, officers, privates and musicians. If from any cause, one or more persons whose names appear upon the muster roll of any Company, are not mustered into service at the place of rendezvous, such persons may be passed back to the place from which they came, upon the certificate of the Colonel, in which it must be stated why they are not received. Colonels are only authorized to issue a certificate to such persons as are rejected for cause. A furlough will not entitle a person to a pass.
