Dear Sir:

In reply to yours of the 7th inst. it would afford me much pleasure to comply with your request if I could, but it is now almost impossible to introduce a new officer into a regiment without the consent of the others. They can claim that they have been in their respective organizations from the beginning & that promotions should be made among themselves.

If the regiment you refer to would petition for you it would be different.
