Dear Sir:

It is true that officers who have resigned cannot be again appointed, without an order from the War Department. If you can procure such an order, and can find a place in any of the regiments where they are desirous of having your services, and will recommend you, I will very cheerfully [offer?] you a commission. Regiments & companies will not tolerate outside appointment without their consent.
