March 21st. [186]2
Col. W. P. Carlin
39th Regt. Ills Vols.
Colonel:
Your communication of the 2nd January last, was duly received and that portion of it relating to promotions in Co. “C.” has been accidentally delayed until this moment on account of an unusual press upon my time.
I desire if not incompatible with the public interests and your views of propriety to promote private Greenbury Wright of Co. “E.” either to the vacancy occasioned by the resignation of Capt. David Young, or one of the Lieutenancies which might be occasioned by their promotion.
I have known Mr. Wright for some years, and he is a prominent and respected citizen of Southern Illinois, and like a brave a loyal citizen went
into the ranks from a sense of duty. I would esteem it a personal favor, unless he is incompetent, that you would be satisfied to have him promoted.
I do not, and will not urge this matter if after receiving this you do not think it proper.
Please let me hear from you as soon as possible and believe me,
Yours Truly,
Richd Yates,
Governor.
