Sir:
I am directed by the Governor to say, in answer to your letter of the 2d inst. that it is very difficult to make army appointments, except in cases where applicants are recommended by Colonels of regiments for promotion The large number of deserving men in the field have claims which must be considered when vacancies occur.
I am directed by the Governor to forward a circular, which will
more fully explain the rules and regulations of the Department upon the subject of appointment, promotions &c.
