Sir:
Col. A. C. Harding, of the 83d Regt. of Illinois Volunteers, is an officer every way fitted for the position of Brigadier General. No man in the service could better discharge its duties. He is immiently practical, a brave officer, and an energetic man generally. In fact he is just the man for the position. His appintment would do credit to you, to the service,
and to our State.
