My Dear Sir: Your letter of April 29th in behalf of Rev. John Young is recd. The 100 Day regiments, in point of organization will conform to existing regulations of the War Dept. which provides that all Army chaplains before being appointed must be elected by the Company officers and upon their election, & nomination of the Colonel, the Governor commissions. He must also have certificate from at least five accredited ministers of his denomination that he is a regularly ordained minister of the Gospel, in good standing & recommendation for his appt as army Chaplain It will afford me pleasure to gratify your [illegible]
