Sir:
Your estd favor of the 16th ultimo was just recd. When I acknowledged the receipt of your Report, I stated that it would be printed and distributed as soon as possible. I expected at that time that a decision could be obtained from the Supreme Court compelling the State Treasurer to disburse the appropriation made by the Legislature to defray the contingent expenses of the State Government, which appropriation is withheld by the Treas. No decision has yet been made and the case still lies
in Court but will perhaps be decided in a short time. As there is no fund at my disposal to pay the expenses of Printing &c. I have not been able to have the Report published ere this but will do so as soon as possible and in Case the decision of the court is adverse I will recommend the publication to the Legislature in January next. In reply to an inquiry from Hon Jno P Reynolds Secretary of the Illinois State Agricultural Soc. I explained why the Report has not yet been published. My reply was published in the “Prairie Farmer.”
I am exceedingly sorry that I am prevented from giving our Agriculturalists the benefit of your very valuable Report, but will have to delay until funds are provided.
