Thirteen officers of 17th Ills Vols. have been here since 4th Inst. awaiting Muster out. Regt mustered out 4th Inst. Lt Col Oakes refuses to muster officers out because they have never for present grade of rank been mustered. They were commissioned on promotion April 2' 62 & have served. They could not be mustered in field Commisary of [Musters?] having refused to muster them on ground that it was not required that officers previously commissioned in the field to date of order 48. should be mustered. They are here at Expense of $4. to $5 per day & [unwise?] to make them wait longer. Please order [illegible] muster out immediately. Rich. Yates Governor.
