Sir:
We again deem it our duty to to urge the promotion of Brig General Osterhaus. It is unnecessary for us to recount the distinguished services which he has performed as they are sufficiently known through the official Reports of his Superior Officers.
Almost every officer returning to the State of Illinois who has had a chance to become acquainted with him or who has served under him has nothing but praise
has nothing but praise for him. They regard him in point of military capacity as one of the best Officers in the service. His courage energy and sobriety recommend him as highly qualified for a better position than he now occupies and we deem it no more than just that he should receive the rank, when he has so long and so ably performed the duties of Major General. Another point to be urged in his favor and not the least in importance under present Circumstances is his influence among Germans of this State and Missouri. Although he is not a politician he is regarded as their representative man and his promotion will help to consolidate the German element portions of which as you are well aware feel dissatisfied.
