My dear Sir:
I have been long & well acquainted with Col. Adolphus Engelmann. I know him as an honest whole hearted man. I regard him as a truly noble fellow. I am persuaded there could be no mistake in his promotion, should such be the will of the president & his advisers.
I am persuaded his promotion would be a thing not only fit in itself, but also expedient. I earnestly & heartily recommend him to your best consideration.
