Dear Sir: In the absence of Governor Yates I desire to inform you in reply to your communication of the 14th ulto that the Governor is deprived of sending Agents to visit our Illinois Soldiers, because of the failure of our Legislature to appropriate funds for that purpose.
If it were possible the Governor would be happy to comply with your request.
