I take great pleasure in introducing to you and recommending to your favorable consideration, the bearer Mr Thomas Dillon of Lisbon, Kendall County Illinois, who desires a position in some department of your command.

Mr Dillon has been represented to me a man possessed of rare business qualifications, and of more than ordinary ability as a civil Engineer.

He has served over three years in the army
