Waukegan June 25th 1861
Sir
You will recollect that I spoke to you when
at Springfield a few days since, in relation to
the Commission of Lt. Col. Parks of Col Wymans
Regiment, concerning which it seems some
adverse representations have been made to
you. I have this to say, that I have been well
acquainted with Lt. Col Parks for about 15 years
and I could not in all my acquaintance
point out a man that I would consider more
competent for that post than him. I am sat
isfied that any objections which may have been
raised to him are from jealous or selfish mo
tives and I sincerely hope they may have no
weight to affect the withholding of a commis
sion. There are so many incompetent
men thrusting themselves into responsible
places in the Army, that I do hope that such
as are really competent to fill places may not
be cast aside through the misrepresentations
of envious or designing individuals.
