Governor Yates.

Dear Sir,

Herewith I send you a letter from Mr Grimshaw in relation to the appointment to Major Hays to be Col. of Cavalry in case a new regiment should be organized.

I cordially endorse what Mr. G. has said of Major Hays and shall feel myself personally obliged by such an appointment, or in case another call is made upon Illinois; If Major Hays could be promoted to be Colonel of Infantry, I shall be glad.
