I recommend the immediate concentration of the New Infantry Regiments at Quincy.

North East Missouri is in a blaze. Public necessity has compelled Genl Pope to withdraw two Regts from line H & St Jo R.R. and some force is necessary in this border to supply their place

I expect the H&St Jo RR will be broken up in 48 hours but am ordered on the line & leave now.
