To His Excellency
Gov. Yates.
Mr. Chas. E. Hovey has, as we understand a contemplated Regiment accepted.
Dr. E. R. Roe has been from the beginning acting with Mr. Hovey and will raise a company for the regiment.
Dr. Roe desires to be one of the field officers. If an Election in the regiment is allowed, he asks no aid, but will abide the voice of the Regiment. If the officers are appointed we ask on Dr. Roe's behalf that he receive at your hand's an appointment as one of the field officers
Dr. Roe has been the leader of the Democracy in this County, and was the first one of his party here to come out squarely to the
support of the government
Dr. Roe has for some three months been Captain of our Home guard. And has been almost constantly drilling his Company.
He makes an Excellent officer, and understands the drill well.
We therefore cheerfully recommend him to you for appointment as a field officer in the regiment, if the matter is left in your hands.
