To His Excellency Hon Richd Yates Gov. of Illinois.
The undersigned, an Illinoisan, being on Garrison duty at this Post, where I will probably remain idle for some months, & seeking active duty, (the Regt. being fully officered) & in the meantime resist copperhead influence in Illinois, I pledge myself to obey all your behests & secret orders, if you will cause me to be detached & temporarily promoted, retaining my present position, to which I desire to return when the exigency, which has necessitated the present call, has subsided.
And if the above meets your approval I desire to have associated with me Lt. Col. A. O. Millington of our Regt. who passed the St Louis Board of Examiners as a first Class Colonel. He is anxious to get such an appointment & is one of those truly loyal men who would do good work for the Union Cause anywhere. Our Regt. has a Col. & Major so that the Lt. Col. could be well spared.
I would be pleased to accept the Lt. Colonelcy under him.
Believing that we could make an efficient Regiment, in point of drill & discipline in as short a time as any other officers in the Service, I respectfully tender you our services
