Bloomington July 30 1861
Hon Richard Yates,
Dear Sir,
E.N. Kirk Esq of Sterling has called on me on his way to Springfield stating that he has been chosen Colonel of a Regiment to be raised in his judicial district and is intending to apply to you to have his Reg. rec'd He also states that he knows you but slightly & has asked of me a letter,
I say nothing of him from a personal desire that he should be received what I state is from a knowledge of Mr Kirk and a desire to give efficiency to the service.
Mr Kirk enjoys the Confidence of all who know him in his section of the State
He is a man of Character Coolness and determination
It is Earnest Conviction that he would make an Excellent commander & that the good of the service requires his acceptance
