Thirteen Officers of the 17th Ill Inf have been here since June 4" (the date the Regt was mustered out) Col Oakes refuses to muster them out because they were never regularly mustered in as Officers in their present grade. (all were mustered May 25 1861) the Reason is they were promoted in April 1862 when there were no orders in regard to musters in and out in the Field. there was no such Officer as [County?] of Musters. they have served their full term. were regularly Commissioned and performed the duties from date of Commission
