Dear Sir
I take great pleasure in bringing to your notice the merits of an accomplished officer, who has distinguished himself in the field and who would now do credit to higher rank and I would feel thankful for any assistance you can give towards advancing his interests feeling that the common cause would be [illegible] by any confidence reposed in him.
Major Starr has been connected with the 6th Ill Cavalry during the war, and has been promoted from the ranks to his present position. As a disciplinarian and tactician, he has few equals
in this or any other volunteer Regiment now in the field. He is a gentleman of unblemished character, and would win laurels for himself and reflect honor upon our noble State. With his knowledge of, and experience in the service, and his energy and perseverence, his success would be certain.
He has been specially mentioned by General Grierson in his "Report of the Cavalry Raid through Mississippi" for gallant and meritorious service and you will confer a special favor upon me by recommending him for the position he seeks.
