Dear Sir,
I have understood that Major Waters declines (or rather asks you to excuse him) to accept the office of Major of 2d Cavalry Reg't.
If so may I suggest Capt Fullerton as a suitable person to be appointed in his place. I think Mr. Fullerton will make a good military officer, and aside from that, he is a liberal democrat. You may say that this cuts no figure, but if you have paid any attention to newspapers – the Register included – you will see that the democracy are appealed to, to continue their organization and carry the election – and this I understand is one of the reasons for so doing, viz -- “In all appointments where Republicans have the appointing power, they appoint republicans. Democrats make good enough privates, but are not fit for officers” &c
