I am directed by His Excellency Governor Yates, to acknowledge receipt of your letter of 25th November recommending Sergt N W Gifford. 18th US Inft &c. and to state that from your creditable indorsment of his good qualities as a soldier he would be glad to offer him a commission - but that there are no new organizations (regts) to be formed under present call. - all enlistments & draft, should there be one, will be for old regiments - vacancies in which can only be filled by promotion within the company or regiment.
