To His Excellency

Governor Yates

On behalf of the 138 Reg Ills Vol I wish to ask whither the hundred days for which we enlisted in the service of the United States is to be counted from the 2d day of June as stated in the A A Generals order of May the 30th stating that "All squads and companies" (I quote from memory) shall be considered mustered in,,this we have believed and relying upon 1st The authorized publication of said order (through the papers of the State of Ills) 2d The obvious meaning of the language 3d Col [illegible] Goodwin so assured the volunteers on the 21st of June publicly but for such understanding and assurance said Reg could not


have been formed some had volunteered the first of May and a general feeling of dissatisfaction pervaded all the companies on account of the delay in organization (whither these causes of delay were unavoidable or not we do not affirm) If the 100 days are to commence with the 21st of June then we were decieved and that by the highest State officials and by military leaders and many who enlisted will be almost irrepareably injured as farms have been rented out and the 21 of June is the time to commence the enumeration then these farmers cannot put in fall wheat but great as this loss will be it is but secendary to the loss of faith in our state authorities Already the question of enlistment under the late call


of the President for 1-2 & 3 years is started and all (so far as I have heard) say posatively they will not reeinlist if the 21st of June is the time will you say in a reply (at your convenience) which time is the one to commence the enumeration from and thereby decide the controversy and quiet all inquiries and oblige your personal and political friends M N Warren et al
