Lewistown, July. 23. 1864.
Gov. Richard Yates.
Dear Sir,
I see by the papers that in the bloody charge of the 27th of June that Col. Daniel McCook and also Col. Haman were wounded and have since died. They were the ranking Colonels in the Brigade in which Col. Dilworth is commanding a regiment. I feel free to say that Col. Dilworth's conduct on that day and ever since he has been in the service is gratifying to his friends.
I hope that his claims for promotion will not be overlooked. He was in charge of the Brigade on that day and is in charge of it now. Your attention to this matter will put me under renewed obligations and will be gratefully remembered.
Very truly yours
William Phelps.
