Gov of the State of Illinois
Sir
Having learned that a call has been made for five hundred thousand more troops to be filled by volunteering or draft, and believeing that a portion of them will be raised in Illinois I hereby most respectfully make application for a commission in the line or staff of one of the regiments to be raised.
I herewith enclose reccommendations to which I respectfully call your attention
