His Excellency, Rich Yates, Governor of Illinois-
Sir;
Your communication of this date relative to the Settlement of the accts of Dr. Stephensan late Surgeon of the 14th Regt Ill. Vols. is received.
I am not aware that any "obstructions are again placed in the way of Settlement of the accounts of Dr. B. F. Stephenson"
The necessary orders have been given in the Doctor's case & the want of settlement arises as reported by the Mustering Officer, in the failure of the Doctor to present his Returns for the first two years of his service,
It is altogether unnecessary for the Doctor to "incur the expense and delay
of a journey to Washington to adjust his accounts" as the same will be promptly settled if forwarded to the proper officers by mail
