Dear Sir Having been informed by Col F C Smith of the 102nd that a new Major will have to be appointed for that Regt. I thought I would like to recommend Capt E H Conger of Co J for the place. I have known him since he was a baby & know the Stock he Comes from & know them to be all right & in the habit of doing what they undertake. If you Can give him the appointment without doing injustice to others I shall be much obliged & will take it as a personal favor. He is a young man of fine Education & Correct habits & Energy
